- The Cook County Health and Hospitals System lost an estimated $165 million or more in potential revenue over the past three years due to lax clerical procedures and employee errors, records and interviews show.
Cook County Inspector General Patrick Blanchard attributed the hospitals’ losses to widespread issues in the system’s bureaucracy — from mistakes during patient scheduling and registration to billing lapses. In a 10-page report, Blanchard said his office interviewed hospital staffers who suggested there are “a significant number of registration clerks, coders, and billers who do not possess adequate self-motivation or the required skill sets and knowledge base” to do their jobs.

Report clearly flags fact that many hospital insurance billing staff are grossly incompetent, obviously inept, and resolutely unwilling to learn to properly do their job, with net result being the loss of $165 million in lost billings. It sucks to be a tax-payer in Cook County; we're just suckers here. I think it's impossible to be fired for incompetency in Cook County governmental agencies, except for political payback reasons, and patronage hires run amok.

If you ever get bored, look at the top highest paid employees for CCH system - most are nurses who are "putting in" 60+ hours of OT a week and make more than way qualified physicians. I'm sure that's a *totally legit* number of OT hours.

Okay, all intended sarcasm and silliness aside, here are the benefits/detrements imbued within your idea:
Benefits:
1. To work, proof of citizenship would be absolutely required; thus, this eliminates a percentage of registered voters too tempting to estimate, but definable by the conclusion of the process neccessary to purge the regostered voter database of ineligible, by absence of citizenship, non citizens presently registered.
2. To work, the citizens seeking to register to vote must present themselves, in person, aka, in the flesh, aka, the living flesh, for the fingerprinting procedure to be valid. This, then, would eliminate those pesky voting from the grave voters.
3. Thus, to work, all citizens seeking to enjoy their right to vote would have to provide proofs of citizenship, residency, and age, then proceed to be fingerprinted, (or, as you stated, fingerprint scanned). This suggested required process is where the detrements begin......
Detrements:
1. Who the fuck in their right mind is gonna choose to submit to being fingerprinted by this fucking city's, county's, or state's government mental deficient employees?
2. I rest my case.

The mid term national elections will determine if this will ever occur.
