Forced to be FTO?

Is there an actual order or AdMin Fax Message about this?
  • Message is out. Each watch, each district, is to "nominate" at least 3 officers for the act-up FTO.

    Put another way, at least 3 officers are about to get strongarmed into the job.

    If the city is allowed to do this, then they will have no reason to make any Permanent FTO's from this point on.
So the unwilling are going to be "nominated" to train the unknowing to do the impossible for the ungrateful?

Should be a wonderful experiment for everyone.

What has happened to this great Police Department? It’s not the troops, but the rotten upper echelon that must heed every wish of these insane politicians. It seems that the job is nothing like it used to be not so long ago. I loved the job, but I now know I am lucky to have retired. I truly couldn’t do it anymore. They force you to do the training to make you eligible for acting up. They can't force you to actually act up. There's a declination form you sign to opt out of acting up. Basically, if they send someone for the 2-3 weeks of training, but that person has no intention of ever acting up as an FTO, they've wasted the training on the wrong person, lost that manpower for 2-3 weeks, and have no gain in people able to train the PPOs. In short, it's an idiotic plan meant to trick people into acting up by not realizing they can just decline to act up. This post shows that it worked, nectar nobody actually read the AMFN message.

When I started 15 years ago they just put us with people on the watch. Then when I got off probation they split up me and my partner occasionally to give us ppo’s. We never volunteered. They just did it. So I don’t know why they don’t just put the recruits with other people on the watch. Doesn’t seem to be a big deal to me.

This is nothing new. I was “volunteered” by the captain to be an acting FTO 14 years ago. I didn’t think it was a huge deal. I made a little extra coin with less than 3 years on.

If these "nominations" from within the districts/watches are collected by anything other then reverse seniority it's an extremely winnable grievance. It's funny, the department didn't want to offer more incentives or money because they "didn't want people signing up for the wrong reasons," yet here they are now with a situation where NO ONE (aside from low seniority officers seeking another district) is applying. Too bad for the department. Increase the money and incentives and maybe ill apply. Probably not, though

I’ve already been mentoring the recruits my district gets. In fact, we had an awesome chalk talk last night about Strategic Voting in the upcoming primary.

Great bunch , quick learners this past year.

Because of me, they are well versed in risk management, Deffered comp, real estate, pension law, tuition reimbursement, insurance, local and national politics and culture. And oh yeah, did I mention risk management?

So if the recruit really screws-up; can the FTO be held accountable? There have been more than a few cases, where academy instructors have been made to testify under oath as to what an individual police officer was trained to do, and if that training was consistent with what he/she actually did, which resulted in the litigation. In addition, what is the basis for the "selection" in this Popularity Contest? As I have stated before on this blog, being an FTO is one of the most Dangerous and Complex job in the whole Department. You are working with a Civilian back-up, who has received more training from T.V. than the Academy. Oh, and since he is part of the "Change", he may want to "betray" you or your actions. Or, make FTO a career position and give FTO's points on promotional exams, and you will develop and encourage the development of a cadre of Motivated and Trained Instructors. Give FTO's training opportunities usually reserved for the clouted, or attractive females. For once in over a hundred years: Make this Job Legit! Baby "G"

Dear Retirees,

As you expected, the matter did not settle today, and likelihood seems slim.

The short description is that unless the city steps up with a contribution, it’s unlikely that we’ll get anywhere. We are to report back to Judge Cohen on April 19 at 10 a.m.

I think there is certainty under the law and decisions, that the Funds will have to pay up their subsidies from 1/1/2017 to the present and going forward. We don’t need a settlement to get to that result. Our well-published position is that the Funds have two obligations: 1) to provide a plan for all of their annuitants, and 2) to subsidize it at the $55/$21 or $25 monthly amount.

As to the funds, their public statements are that they have no obligation other than to process withholding and subsidies. I don’t think that we can settle with the Funds without a permanent obligation to provide a plan for all of you, at least for those of you who were hired by mid-2003. Based on the appellate court’s ruling that the protected class is anyone hired before the execution or effective date (7/31/2003) of the 2003 settlement, there will probably be some tension over whether the term “execution” means April 3, 2003 when it was first signed, or July 31, 2003, the date of its execution, meaning the date it went into effect. I know this only affects a small number of you, but it is something that will need to be decided.

The big question is whether the City will contribute to retiree healthcare costs beyond the subsidy. Our position on this is that there has to be a contribution by the city; maybe either make everyone medicare qualified or equivalent, or pay a minimum percentage of the person’s healthcare costs. We’ll keep you posted.

I know that some of you would waive a portion of your COLA in exchange for the city’s either making you medicare covered or equivalent, or in exchange for a portion of your healthcare costs, and that there are others who would not waive any portion of your COLA under any conditions, at all.

We haven’t agreed to anything yet, and we won’t agree to a settlement that just gives you the subsidy. If there’s going to be a settlement, the city will have to contribute to the costs of coverage, or there simply won’t be a settlement. And any waivers will be at each individual’s decision.

Simple solution. Evaluate each recruit honestly and fairly. NOBODY wants that. A few decades ago, I had a conversation with an FTO. He, big strong man was terrified to grade his unacceptable recruit.

I guess he was right, the recruit later became a commander.

Yes there is finally a BOP out about it but the Supe came down to an exempt training Thursday the week before last and berated the commanders blaming THEM for putting multiple PPo's with a single FTO saying "I don't know when you all came up with this idea but it's the dumbest Ice I've ever heard of" he then told them to have 3 names per watch and not to include "the guy nobody wants to work with" and do not send a negative report or the Commander will find them self doing the job of the FTO.

I'd believe it. TD 9.5 has been chipping away at the FOP contract for years very little by very little. First thing he did was civilianize the bid lockup keepers spot. I forgot, what was it that we gave up years and years ago to get that bid spot? Then he refuse to pay Officers that worked out of grade as Desk Sgts and got away with it. Then he leaves the retirees out in the cold with no medical insurance. Now he will force Officers to work out of grade doing something they don't want to do. What will it be next? Yet nobody cares until THEIR spot is threatened. This Department is lost as are the rights and protections of the Officers. Sad!

Start PPOMSF...run it out of an area. Detail voluntold fto’s from the districts for 90 days. Put a good boss and a few sgts in charge who understand training and can make it tolerable for officers detailed out. Send them all to shitty fast districts and make them available for radio jobs. Use them for protests and other details. Give them a humper. Pay the extra fto $ for training while detailed. Give all ppo’s molle vest covers.

I'm preparing right now for all the reasons I will not except the FTO job. I've been kicking idea's around like, I do not articulate well orally and on paper. I do not agree with most of new policies of the Department and will not except responsibility to train personnel who have IR's. I got three more to go, and I'm not taking any promotional exams, so I don't give a fuck about how I'm rated in efficiency. Just imagine, one of these recruits does sometime stupid, the FTO goes down with the goof. To much to risk at this stage in the game. Oh, I almost forgot, FUCK YOU tiny dancer..........

How come nobody is ever forced into a 2nd Watch House Mouse position?
Imagine having to sit around telling war stories from a cubicle, making and drinking house mouse coffee all day.

I remember 15 yrs ago or so there was an Academy FTO trainer saying that the FTO position was going to be a stepping stone to Sergeant. Chief JM had some ideas of the Patrol Specialist or Corporal rank floated to make the FTO a worthy title. A bit too costly for Crooked ShortShanks, who put the kibosh on that expense, even ceased Det promoting in the early parts of 2000.

Newcomers wanting to know just how long has this FTO debacle going on now...25-30 years, depending on who you ask.

The FTO no matter stands to lose with some of the ideas already ingrained in the head of some of the new age PPO.
If you find yourself stuck with the forced task...Go by The Book.

I remember in the mid to late 1960's being a FTO was an honor and a sought out assignment. Of course it began to end in the mid 1980's. It is amazing what a generation or two of corrupt mayors can do to the professional fabric of the police department. The inability to lead the city rather than share power with corrupt and self serving community groups has really ruined the quality of city service.

They treat the blue shirts like trash here especially in the summer, luckily ive been in spots most of my career because im lucky but my heart bleeds to my bros and sisters who cant get a Wednesday night off! I swear when you wear that white shirt your first job is to take care of your people first period! thats lost on this job.

FTO's are required to complete ALL training before receiving the position. This recently has included the dreaded CIT training. So if you're given the position via reverse seniority, they will now be training you on perhaps the most dreaded and complicated of all calls -- the mental disturbance. You may only be acting FTO for three months (the order requires this), but you'll always have the training.

It seems like this could be a very sneaky way of adding more CIT officers to watches.

Officers just off of their P.P.O. status are working with P.P.O.'s. It probably happens all over but it's a recipe for disaster. One barely trained and inexperienced officer is guiding an untrained officer with zero experience. I guess it doesn't matter since most FTO's can't correctly complete an AIRA report by themselves. Who would expect them to proofread anything that they are ignorant of?

The Department will NEVER make the FTO spot a stepping stone to Sgt. That would cut down on the mayortorious promotions.

Took the FTO spot back in the mid 1980s. Different department and climate then. The Department gave vague hints about FTOs being given consideration when promotions game around. But nothing definite.Nothing written down and no meaningful names attached to it or behind it.

Don't know of one single person that benefitted promotionally from the FTO program.

Remember:

#1: They are only as good as their word.
#2: If it ain't written down, it doesn't exist.

Submit a report that you are acting as an FTO under duress and not voluntarily. Indicate that you do not feel qualified for the position because the dept has given you zero training on teaching and mentoring recruits. Also indicate that they have given you inadequate training on the new dept policies, procedures and rules, enough so that you do not feel qualified teaching them to anyone as you do not fully comprehend them yourself. Then indicate that you have little or no tactical training since your own time in the academy. Wait until legal affairs and corp counsel see a shitload of those.

The reality of it is that you'll be handling calls with mentals with or without CIT training. Why not get the training and be better prepared? Why is having more people trained to deal with what could potentially be one of the most dangerous calls a bad thing? Sounds like you're just afraid to have to deal with a mental disturbance. You're probably using the fact that you haven't been trained so you can duck mental calls. You probably should've kept quiet. Then other people would get the training and be able to handle your scary jobs for you.

O.K., lets get this straight for once and fall all. The CHGO police examinations are rigged, plain and simple. a large 30% are merit, ( given the job ) not based on any discernible reason or qualification. another 30% cheat on the exams. these chosen large are given a law enforcement supervisor positions because, they are relatives of bosses or politicians, they are bosses lovers/girlfriends, they are people of color to fill affirmative action quotas but have strong political connections to get around the old shakeman decree to fool the feds and still satisfy the black brown and white aldercreatures who may complain they ain't getting there share of the publics money. finally folks being givin/cheating for these spots means you owe that person and when that person calls in a favor or two , you the merit boss given the job and unsecure in your own abilities to have really earned that spot have to pay back that favor owed and thus folks that is why we have so so many CPD scandals, most that are covered up as favors owed. If the public only really knew the truth

An eight year wonder recently told me ge doesnt give to benefits, work or medical or death because he gives too much to this job already. He said if the officer can't afford something it's the officer's fault dont come looking to him. Two other newer officers standing with him agreed and said they never gave a dime to any benefit or any homeless guy and never goes to St. Jude because it's not part of their job description. My FTO (just an old timer who got stuck with the new kid), had two rules.
1)Always back people up.
2)Never leave your night stick in the car.

Everything else he said we could "figure" out later.

Retired now.
