Alderman Sees the Future

  • Crime will spike and police morale will plummet—to the point where veteran officers will lay back and “nobody will want to take this job”—if a civilian oversight board is empowered to fire the police superintendent and establish police policy, a former cop-turned alderman is warning.

    Northwest Side Ald. Anthony Napolitano (41st), the City Council’s champion for Chicago Police officers, condemned the fundamental change in police oversight proposed by the Grassroots Alliance for Police Accountability (GAPA) after 18 months of public hearings.

    Fraternal Order of Police President Kevin Graham has argued that “policing is becoming almost impossible in Chicago” because of redundant layers of oversight by the FBI, the Illinois State Police, the state’s attorney’s office, a Civilian Office of Police Accountability that has officers “under virtual siege” and an “exceedingly biased media.”

    Even more oversight would bring about “chaos mislabeled as reform,” Graham has said.

    Napolitano made a similar argument — even more forcefully.
On the bright side, Rahm would get his wish of a lot more higher paid veterans retiring as soon as humanly possible.

Hey lets get a grass roots socialist's civilian oversite board of people to oversee doctors and their decisions. And while we are at it lets make the doctors wear cameras so we can decide if they are doing everything correctly. What better way to monitor the medical profession than to let just ordinary folk call the shots because who knows better. By god we could do this with every profession, think of the oversight. Naps is the best Alderman in this City along with Nick Sposato. We need more people like them in the City Council. Support him in 2019 when Rahms and Madigans clown Tim Heneghan runs. Madigan wanted Naps to turn on Mike McAuliffe in 2016 he refused. Naps was offered money, support and so on but stood tall against Madigan and wouldn't go against McAuliffe. On the other hand Heneghan took the offer, turned on McAuliffe who he grew up and McAuliffe still won.

The fact that the Department has been forced to give the entrance exam on an almost annual basis speaks volumes as to how few capable people are willing to take "Da Job". The twit former Sgt turned alderman of the 29th Ward came to the Sgt's Union meeting the other day to"clarify" this came about because the Supt had ignored his requests for a meeting and he has no recourse and tried to assure us it would only be for the Supt not to set policy or discipline officers (yeah right). Well then he went on to say he got there idea after seeing that LA and NY have lower crime rates despite larger populations. Well one Sgt asked since LA and NY were who he'd like to copy, when would he be introducing an office to cut the number of alderman down to reflect those two wonderful citiy's numbers. I wish I could buy back four years of military service instead of only two. Also, it would be great if the City allowed police officers to take terminal furlough (2070 hrs on 4/2 schedule) like the military allows its personnel. Retirement can't come soon enough. They Mayor IS the civilian oversight, the one to hold accountable, for city policing, enforcement, issues. The check on the mayor is supposed to be the board. The back up check is supposed to be the judicial system.

A Noble try by the Alderman, it would take another page to right all the wrongs that are occurring. Lets put the blame were it should be placed, eight years of obama and his little ting dancer. They were implementing these policies before Ferguson. After Ferguson, the Dem's and liberal media began their narrative in earnest. They brought in the FBI, DOJ, Cilivil Rights Unit, BLM, ACLU and the rest of the clowns came out of their rat holes. These policies are entrenched presently and now adding another group that could possibly fire not only Police Officers, but are given the political power to fire a Superintendant of Police.

We are now exposed to whatever political winds are blowing without any protection. I'm a short timer, and like the Alderman said, coppers who see the light in the tunnel are not going to do shit. Hell, I've seen a lot with just two years on doing the same.

Too the media, and the rest of the liberals, Policing in Chicago is Dead . The assholes who were part of these policies, FUCK YOU. Don't forget to look in the mirror and ask why is there a 16% clear-up rate of Homicides. Most are Black Victims, so maybe you can call the Detectives Investigating these cases Racist like you puck mother fuckers do for everything else.

They both get into the presidency, Obama goes about sabotaging the very government he runs. Putting booby traps all over the place, installing troublemakers and other corrupt shit birds in places of power and you wonder why things were like they were, all the while, working from 1000 to 1600 hrs each day. But Obama has a not so secret weapon, if you criticize him, YOU'RE A RACIST! He never missed an opportunity to stir up shit against white people. Trump, goes in and starts being brash, like the big mouthed New Yorker he is. Controversial, hard charging, working 16 hours per day. He's used to running HIS OWN BUSINESS and starts to run the government the same way. It's just too bad he's so controversial and loud, he antagonizes the opposition so much they're losing their collective minds. But you can criticize him, he's a big mouthed white guy so you can say whatever you want about him. The job and the city are a fucking joke. The department has only one goal - release of all liability from YOU. That is why all the new training modules and scenarios are designed to make you second guess yourself to the point of hazard. We used to train in shoot/don't shoot exercises, now we are trained in get sued/don't get sued. They should be training us in active shooter scenarios, ambush situations, and mass casualty events but they don't. Instead, they want us to de-escalate OUR natural response to danger and reduce good old fashioned police street instincts until there is nothing left but a residue of litigious preoccupation during every encounter of police service. This equates us to being deliberately and unnecessarily placed in harms way for the sake of the city's legal responsibilities. Make no mistake, the threshold for the concerned effort in our safety has dropped greatly, while the standard of concern and care for the criminal variable has risen so high, it surpasses that of the average law abiding citizen as shown crystal clear in the case of Kate Steinle. If any doubt remains that this is true, one only needs to compare how these politicians and officials treat the death of fallen officer compared to death of a gang banger/future Harvard laureate after a fatal police encounter. A dead officer equals plenty of opportunity for fake sentiment, positive public relations, and abundantly sympathetic news coverage. A dead member of the "community" equals lawsuits, marches/demonstrations (aka looting and burning) and non-stop critiques and negative headlines courtesy of the media. Now figure this into the cost/benefit analysis of the city bean counters and tell me which one you think they will want more of?

First I believe that non taxpaying citizens should not be allowed to vote, or at least be counted as 1/2 vote. If Police = Law Enforcement is no/false, the, who does enforce/impose laws upon those who choose to not comply with said laws?

If Law maker = Laws worthy of being enforced is no/false, then, which laws, if any, either those which require and/or those which prohibit, are unworthy of being followed?

I sure as hell did. Pack your 457 to the limit from day one and you can have a 30 yr retirement payout and only do 20 active years. Well, in the past, they certainly wouldn't be "active" now. Instead, make it , 20 fetal years and you can retire as if you stayed on the job for 30.

Work feels like a prison sentence. It was really tough to test with the burbs but I can finally say I am leaving CPD with under 10 years.

You would be insane to work again in law enforcement. Trust me, the burbs will deal with the same climate CPD is ubder now. Dart’s integrity task force believes over half of suburban department police shootings were unjustified and are being prepared to be reopened.

When are the political leaders going to learn? Two simple ways to have a great police department, 1 end political interference. In plain English stop using the department as a political pawn. 2 End merit promotions. No reason in this 21st century an officer can't have a test score at the time the test is completed. Your intial presumption is, for this area of our nation, false.

Our elected political "leaders" are not leaders in the sense you presume.

They are not even leaders in the nature of the Pied Piper of Hamlin, though they do bear a strong resemblence to the town's "leaders" who renniged upon their agreement with the Piper and, thus, the Piper piped, after fufilling that agreement, concerning the town's rat infestation, all the town's children away into no one has ever known where land.

Your two fundemental solutions, to your stated goal of "...ways to have a great police department..." are spot on, as a start.

Thus, given the nature and intent of our elected "leaders", both spot on suggestions will never be initiated by said "leaders".
As for oiur "leaders" learning, well, they all know all that they have decided they need to know to do what they do with the intent that they do it.

Finally, the grading of individual exams shouldn't take 6 minutes, even when done with pen in hand, perhaps giving an hour per each, for the examiner to read without blowing an eyeball to brain fuse.
