The cool part about this as a taxpayer is that this lawsuit will be invariably settled with no admission of wrongdoing, the plantiffs will get a bit of cash, the lawyers will get most of it. No one will get fired or in trouble. There will be a few retirements in the midst, including those who got promoted. Clouted officers will still be there, and nothing will change. I figure this will cost $10 million or more after all is said and done. That's the cost of the status quo. Thanks Rahm. If I'm going to be fucked by your administration, the least you can do is buy me dinner.

You're putting forth a lawsuit that goes against "The Machine" in a town where EVERYTHING is run by "The Machine"!

Do you think that there's a Judge anywhere in this State that isn't beholden to "The Machine" on one way, shape or form?

Great to see this happening but in the end what exactly can be a positive outcome? Sgt Word’s current rank (280) unfortunately would be too high to get him promoted even with the cheaters removed. Considering that this list will probably go a little higher than the previous one (maybe up to 180-200), I would think a group of Sgt’s who ended up ranked about 200-220 would be the best plaintiffs to file this suit. They would ultimately end up being the ones the cheating effected the most, both professionally and financially.


Either way, go get em sarge!

Cheaters are starting to make there way to Specialized units.


Also, seems to be a pattern happening in the Bureau of Internal Affairs

This is why I started my own business right after I came on the job in 1995. Never got promoted and I now have 6 employees working for me and have since retired to Costa Rica before age 50. My advice to new hirees: Start a side business and in the words of Tami Andersen (my gym instructor in the academey)"DO IT NOW PEOPLE". Lol.

The selection and promotion of police officers based on knowledge, skills, and ability to perform the job is confirmed by Illinois statute providing that promotions within police departments shall be done on the "basis of ascertained merit" and that all "examinations for promotion shall be competitive."

62. Unfortunately, officers within the CPD are often promoted based primarily on personal relationships and not based on competence or knowledge.
63. The failure to promote competent and qualified officers leads to, among other things, fatal errors in police procedures and judgment.

The whole promotion/merit process is so corrupt it's sickening. Always the same people go from the beat car to tact in under two years, then 'merit' DT/SGT/LT/CMDR. Followed by their kids. Cline, Wieberg, etc.

I often wonder if this is the way the American Medical Association or Federal Aviation Administration graduate/promote Doctors and Pilots?

It's so funny as I came on in 95 and Wieberg along with his then Lt dad who were teaching what was then called "The Psych Workshop". Wieberg had like two years on the job and was an instructor. Weird arrangement as they were there as an outside agency vs. coming "on duty". I still laughed as Wayne Jr was trying to teach us all the perils of policework with 2 years on the job.

Underserved promotion? Getting a higher pay rate by deceit and corruption? This is pension fraud. This is official misconduct. Those that are retired think they are shielded, they are not. Get charged with official misconduct and you could lose your big fat exempt pension. This case should be referred to the US Attorney for charges.

Had my Son's head ready to explode when I explained to him how that really works. City files a lawsuit they have no chance in Hell of winning . As in pick any firearm case they lost and then had to pay the legal fees for . Where the real juice is , is the lawyers who work for the city with the "connected" law firms who then gouge the crap out of the city for hundreds of billable hours in a losing cause, which continues till the "partners" decided the bill is high enough then they cave ............Cha Ching

I pray that everything works out in his favor because the City of Chicago & Police Department are to blame for having a shady system, shady ass people in charge, and its not fair for this who put forth the effort and deserves a fair chance.
Either you take that rank away from those who cheated or you settle out with everyone that took the test and did not get promoted fairly.
I could use about 17k from this BS.
I smell demotions, I smell a nasty payout,
Make the cheaters public or run like Wysinger & Williams or get forced the Fuck out.

I read the actual complaint. There are a lot of assertions made that are going to be all but impossible to prove. Parts of the document read like an amateur wrote it. It just does not have the right sounding legalese to me. That does not bode well for it getting the right level of consideration in a federal court. They will give you some dispensation on the right form if you are represented pro se, but a lawyer should do better.

OTOH, it is out in the open now and maybe it will lead to some kind of improvement.

Its time to name the subject matter experts for each exam. Why not name names and establish credibility for the exam process from these experts? And which ethnic and fraternal organizations were consulted to ensure a "fair" exam ensuring intellectual discrimination would not occur? What were the "correct" answers for part 2 for this promotional exam and all other promotional exams? Why is everything so secretive and the whole process off limits to those seeking career advancement who in good faith have put so much trust in a fair and objective promtional process?

These tests are validated by exempt members to ensure that they accurately measure the skills and knowledge of the rank applicants are testing for. Which exempts validated these tests ensuring the promotional process meets the highest standards of the Chicago Police Department?

There were copies of this exam circulated prior to the testing date. Request and reveal the confidentiality agreements with the "independent" testing vendor for those who previewed the exam? There is documentation of contracts/agreements by all involved parties, consultation fees paid out for for subject matter experts, letters of reference/resumes/ qualifications for test developers, and e-mail correspondence which needs to be revealed for all parties involved in this promotional process.

Put the whole process on display for all the test takers to objectively evaluate . Much can be gained if the testing process is critiqued and improvements or corrections can be implemented for future exams.

Ferguson refused to investigate davina Ward on an unrelated matter eventhough he was told to by IPRA. I refilled the complaint a month ago and COPA never even acknowledged it. I’m sending it to the fbi. It’s sickening.

They know that. That’s why the bosses don’t want this process then they can’t promote their friends.
Quite a few years back they video taped the interviewed with the questions and the candidates response. There was an expose on TV that the responses and answers given by the candidate weren’t recorded properly on the exempts grading sheets. Made news for a few days, then went away and nothing happened. Except that the video taping was stopped. They got caught cheating on tape and look what happened

The merit system is a scam dog and pony show. Phone calls and back door meetings get the "merit" promotion, not the resume or interview. I'm always amazed at the number of "double - merit" promotees who are supposed to be such smart people , but "don't test well" . Don't test well ? You have shown you don't know the basic job skills honed by experts on this job and test makers, but miraculously you are put in a leadership position making decisions you failed to pass on a test. Do they merit promote brain surgeons ? How about that ICU nurse taking care of your loved one, better wish the nurse actually passed the exam and wasn't a merit who can't test well. I'll take the airline pilot who knows his shit and can pass the rigorous testing, not the merit who gave the resume and got a phone call flying that Boeing.

Maybe that's why this department is such a mess, this, along with giving the test and test answers to the "chosen" are placing a bunch of idiots in leadership positions who are not qualified. Good luck to the Sgt.
