Acting FTO's Again?

Wasn't Rahm hiring a boatload of FTO's to handle the 1,000 hirees?


The WC's are reading this at Roll Call again in a desperate attempt to get people to teach the new kids because no one wants the FTO spot. At least you get to stay in your District of Assignment if you do the "temporary" thing, but you can't bullshit coppers - they know the FTO program is a failure and aren't buying into it, and these new kids are losing out due to the poor quality of the training.

Ppo’s are not going to be happy. Had a ppo in 010 go straight to the watch commander saying he couldn’t work with the po he was with because the po told him to take it easy on traffic stops since he was feeling under the weather. This infuriated the ppo. The ppo stated he had NOTHING to learn from such a dog ass copper and demanded he be reassigned. This generation of coppers are something else. We busted balls about the “hair gels,” but these snowflakes are really a different breed.

Shit, have you seen the caliber of FTOs as of late?

For every one that's actually capable, there's 20 with less than 5 years on the job who've never done a lick of police work. And even in the busiest of districts, the majority weren't balls of fire by any stretch of the imagination - their "knowledge" is laughable.

The new kids would be better off to avoid most of these clowns and roll the dice bouncing on different cars with a variety of coppers.

I’ve been teaching them everything they need to know to stay out of the clutches of Rahm/Foxx and prosper while they’re here.

We have decent FTOs who teach them the eastbound/westbound mechanics of the job, but we also take it to the next level.

We give them a solid background in political/financial realities of being 5-0 in Rahm’s Chiraq.

Risk management. We discussed “outcome based” policing, the leftists wet dream, during last night’s chalk talk.

Sadly it’s becoming reality in Rahm’s Chiraq.

Quick studies, most of these young officers.

The DOJ report stressed the importance of FTO training for PPO’s and yet the city of chicago and police department continue to ignore this vital fact. Instead of improving the program by properly incentivizing it and offering quality training continue to limit the abilities of FTO and their power to fail inadequate PPO’s.

Is it going to take a LAWSUIT to get this in order? IS the FOP finally going to step in and make this a contract item to guarantee and legitimatize the FTO position? When are FTO going to be made CORPORALS and D2A

So I have over 25 years on the job and work a beat car, but because I didn't take the Sgt test I can't be an acting FTO?! BUT, some kid who has 3 or 4 years on the job CAN be an FTO?! Man this Department is F'd up!

FTO’s are the unsung backbone of the CPD. Unfortunately the finances of the City of Chicago don’t allow for FTO’s to be adequately trained and compensated. An FTO should be guaranteed 10 Hours per week in OT and after five years of excellent service being an FTO should be a pathway to becoming a detective or assignment to a detached services unit such as the JTTF. An FTO should be a prerequisite to at least 50 of the spots in the training academy. In return an FTO should be subjected to enhanced vetting and polygraph interviews to ensure they are ethical and capable of providing leadership to younger officers. A good FTO is well educated (minimum Master’s Degree),has street savvy ( documented by service on Tact or a Rapid). I know you guys will hate this but comports himself/herself in a politically correct manner with citizens and his/her charges. Well educated and adequately compensated FTO’s can turn this department around!

Was an acting FTO back in the early 90's in 018. I really enjoyed it. I'd say 95% of the recruits I had were willing and able to learn and listen. The other 5%, Oyvay, talk about boxes of Rocks. And the Dept wouldn't separate them after being poorly graded, not just by me, but other acting FTO's. The CLOUTED ya know.....

I started the job in 1986. The FTO program seemed flawless. Yes there were a couple of "turkey" field training officers but not many. The FTO's were aggressive and brought along plenty of good productive officers. Then the game began. The city began breaking a system that wasn't broken. They messed with the system in so many ways, they lied to officers left and right. Why would anyone volunteer to be a field training officer? One might ask. Yes there are officers who want to bring along young officers. The heart is in the right place. But, how can you trust this department? "YOU CAN'T" I can only wonder who got promoted and is now drawing a gold braid pension for all the ideas they had in screwing up the field training officer program. I know plenty of good officers who would make great Field Training Officers( we all know some) but they aren't stupid.

FTO is an important position. The city should treat it as such. Provide adequate incentive to get people to want to do it,
IE increased pay. How about anyone who is ants a “merit promotion” has to be an FTO for a year. He’ll they the best and the brightest right? Why not pass along all the qualities to some eager PPO’s. Of course that would mean the taken care of would have to work a beat car so will never happen.

"Hair gels" aka "jump out boys" all have between 12-15 years on now. We had respect for seniority and wanted to learn. These new police don't want to do anything except play on their phones and tighten their jeans.

Naive. One of the main reason they are fetal is because they never really wanted to be a police officer. They took the test because they were out or work or in a dead end job. I’m not saying all, but a majority of them. They see the $75,000 after 18 months and health insurance and sign up

Why do they need training. All they need to know is don't, chase foot or car, taze, shoot, dodge car coming at you, no traffic stops in community neighborhoods, obey all traffic laws even when on call. There class is out, hit the streets and make a try to make a difference.

How about this regarding the Sun Times article, the brightest candidates get hired, the best and brightest get promoted. Why does everything in life have to come down to race. I work with black officer's and they are great, I trust them with my life. They have been to my house and I have been to their's, we eat together we go out after work together. All this minority talk is so old, if Ald. Beale is so concerned about the lack of minorities getting hired then find jobs for them. If they have theft in their background what do you think might happen if they come across money on the street and they ask the drug dealer about all the money they just found, and he replies "not mine", what do you think that person will do. The better FTOs to be rotated into the Training
Academy as Homeroom Instructors to bring the latest
of what's happening on the streets and incorporate it
into the training curriculum.

A REAL pay increase (D2A+/D3) to reflect the importance
of FTOs and actual hands-on training to help mitigate
reduce the number of incidents attributable to lack of
training.

(Didn't happen because the dics and some Sergeants got
their noses out of joint over "Those guys making as much
or more than WE do! Fuck dose eff-tee-yohz an' dose
pee-pee-yohz!)

CPD admin and City Hall could've told the whiners
to go get humped or sign up if they don't like it
but too much clout would've been offended.

FTO as the rank of Corporal.

We saw ALL KINDS OF PROBLEMS with that and felt it
was a bad idea and a City Hall attempt to diminish
the authority of Field Sergeants.

Putting Sergeants in white shirts was a ploy by
City Hall to divide the ranks in Patrol anyway
but what was done, remains done...

Paying Police Officers according to academic
achievement and L.E./First Responder training
certifications.

This idea was cribbed from what LAPD was doing.

It's a good thing and actually encourages a certain
degree of competency that could be reasonably expected
to ascend the ranks in a L.E. agency not as crippled
by clout/political meddling/social engineering/ignorant
m/fers demanding a seat at the table like at CPD.

...To purposely understate the howls from aggrieved
constituencies about how The Police simply MUST
look/think/act JUST like them for things to be "fair."

...To say NOTHING of the hidden political hand
bearing a corrosive agenda that has politically
weaponized and empowered the aggrieved constituencies
to the detriment of all others.

It is a position that you must take a test and people who took a test that was obviously corrupt now reap more benefits .

Do we have a contract?
Does the salary have to go up if nobody wants the spot? (I AINT SAYING D2a either)

The City is once again dangling a few dollars and everybody runs to rip themselves off.

Judge Hooks in room 302 at 26th Cal had all the police officers check their guns in before coming into "his" courtroom today. If they didn't comply with "his" order, he had the Sheriffs remove the police officers. I never agreed with the disarming officers at Markham and Bridgeview. If you're the police and working (court), why disarm officers and put them in harms way and make them an easy target. The entire courthouse is filled with defendants that hate the police and it wouldn't take much for things to go sour with officers having no means in defending themselves from weapons used against them. I think we have all seen the lack of security at these courthouses and how unsecure the weapons check in areas are at times as well. Now we have to deal with leftie lib judge that is no fan of the police disarming us at 26th Cal? I know the courts are a different entity but I hope our union and the department step up to the plate and get involved.

No need for FTO's any longer. The new PPO's should simply be scheduled to meet with Tony Precwinckle one day, COPA the next day, and Kim Foxx the following day. They will learn that police work is frowned upon and will get them in deep shit. Too many black and brown folks (and peoples) in jail so just answer your calls and write the paper.

have PPO ride with all Merit Sergeants to learn , they are the best and brightest , made sgt. never passed a test . Then ask PPO to evaluate the Merit , know nothing Merit Sgt .

Retired now but this issue of recruit training is nothing new. When I started late 70's the city used the "temp sergeants" as training officers. That was followed by the patrol specialist during the 80's, then by the FTO program. City does not really care but only give lip service to any reform. There was no overwhelming desire for the P.S. position back in the day either.

What does it take to get on a Sgt. list these days, a 60 overall percentile?
Many well versed senior PO’s don’t take these dumbed down exams anymore.
Then there’s the issues of getting D2 for filling in one or two days/weeks, here a day-there a day, take his PPO for 3 hrs while the FTO is CU, Court, etc.
Bite me.

Reverse seniority isn’t working.
Make it D-3 pay and get some seasoned, disciplined actors to take the temp FTO spots.
It might even prod a house mouse or two out from the cubicles of the district front offices too.
Even the bloated nest at HQ has plenty of entrenched house mice that could (and should) be enlisted.
Make it a 90 day Detail.

Maybe the FOP should define what they think the FTO program should be and put it out there. Maybe make it subject of contract talks, a program not just about pay and compensation but a complete package. The teacher's unions often get into these types of contract talks, why not the police?

The fto program is an example of our leadership. It starts from the top. If the leadership is unorganized, confused and lacking the solid foundation and REAL leadership this department is desperate for then the fto program will remain unchanged. If the recruits are the departments future then the department needs to stop pulling from the gutter. Set a precedent for the fto's. Create a standard that is of actual incentive, promotional opportunity and not broken promises And you Create a competitive program of capable fto's with leadership quality. As long as this department is focused on promoting the non deserving merit that become our incompetent supervisors and boses the morale of the department and the fto program will remain unchanged.

OT. Mayor Rahm brags 68% of new recruits are minority’s.
Investigative reporters of Chicago , take the challenge ?
What % of Mayor Rahms body guard detail , office staff in city hall minority ?
How many of his sweet heart contracts , concessions at Navy Pier ,Airports , CPS are minority ?
Why are most of his minority command staff Merit Sergeants , Lieutenants before being promoted .
Are they tied to political connections , donors ?
Go to 006. So many full duty police officers , supervisors hiding inside the front office ,caps office , way more than allowed by rules and regulation . Does the Commander know the rules of CPD . Look at GPS of supervisor logs , many done by using PDT .
Citizens of 006 deserve better .

So if a PO is not an official FTO but is working with a recruit for the 8hrs in a car, he is a FTO but not getting the benefits for the day. The kid is still learning the street, tips on report writing, arrests, etc so in essence the senior guy is a FTO>

I ALWAYS had a gun no matter where I was in the courthouse (outside of lock-up of course). No one ever knew except a few of my co-workers. You are absolutely right, this is a violation of our contract, file a grievance with the union, you are guaranteed to win. The department would have needed to make this requirement about being eligible on the sergeant list to be considered as an act up FTO prior to the sergeants exam was given. Any out of grade pay must be made by seniority only.

Yes sir indeed. I'm 2nd generation police and my father NEVER wanted me on this job. I joined the military and made it out of grad school and my starting pay at my first full time gig was 30k. I had just applied for a PD maybe two years before and they were all at least 24k more starting out 2 years earlier. Same thing is happening with fire. Just out of dollars and cents and paying back loans policing has been the only paying job I got a good shot at. And come to find out I'm not bad at it so...whaddaya know? Do any of the CPD FTO’s take the class FTO 40-hour class (Sokolove method), or does Chicago just feel that if you’re a cop you know how to train someone.

We suburban departments must be a bunch of dummies; aside from being established officers we also take a class and start off our FTO roles by training only phase 1 PPO’s. We have to build up plenty of training experience before we are able to train someone through the next phase, and do it for years before we are able to assess someone in the shadow phase.

But what do we know, just being dumb suburban cops and all.

What does it take to get on a Sgt. list these days, a 60 overall percentile? 
Many well versed senior PO’s don’t take these dumbed down exams anymore. 
Then there’s the issues of getting D2 for filling in one or two days/weeks, here a day-there a day, take his PPO for 3 hrs while the FTO is CU, Court, etc. 
Bite me.

Reverse seniority isn’t working. 
Make it D-3 pay and get some seasoned, disciplined actors to take the temp FTO spots.
It might even prod a house mouse or two out from the cubicles of the district front offices too. 
Even the bloated nest at HQ has plenty of entrenched house mice that could (and should) be enlisted. 
Make it a 90 day Detail.

When I came on my FTO's consisted of seasoned veterans I learned a lot from each one.Now we have 4 year FTO's that have zero knowledge about the job they continually call the Sgt. for advice how embarrassing.The department created this problem when they shit on the old FTO's moving them into training districts most just gave up the patch and never looked back.

CPD cut down the training for new recruits to 3 weeks in the academy. They do not receive classes on how to train a recruit. They receive a one day instructor class sometimes that consists of unprepared instructors trying to look good in a one hour class. FTO's have never received any recognition, not respected. So many lies and broken promises by the command staff. Pathetic.

Until the department increases the incentives then it won't matter how much they try to convince us of its importance, or how FTOs are the backbone of the department. Most who take it now are doing so in an attempt to transfer to another district they otherwise couldn't make off bid. That's why all the po's with 4-5 years OTJ are applying. Especially if you live on the northside where every district not 11 or 15 is taking 10 years to make it into.

Actually it’s a legit question. I don’t know how the poster meant it but I was wondering the same thing. Chicago doesn’t really just let anyone train a new guy do they? Someone responded about a 3 week academy thing. I didn’t understand the response. But you guys do go through a FTO program before you train probationary cops, right? Otherwise it would seem that every cop trained by a guy who just volunteered to train him for a little extra pay could claim later that he wasn’t trained adequately. That would make it hard to discipline him down the road, wouldn’t it? Or to clear him of complaints for that matter. Just wondering, can anyone just be an FTO if they sign up for it?

As somebody who trained (dispatchers) and was FTO'd as a suburban reserve (auxiliary) officer who patrolled solo and did police work, I'd blow a gasket if my PPO tried living on their cellphone. I'd tell them to turn it off and put it away. If they failed to comply I'd write it up on their DOR (Daily Observation Report) and specifically document that their phone interfered with their duties (observing surroundings, monitoring police radio traffic, etc.). Of course, I would counsel them as to the effect of cellphoneitis on their lives and training, so there would not be a 2nd event. My FTOs would have done the same. As a dispatcher trainer I went through a 40-hour course and trained several people...one of whom I recommended for termination after a 3 hour DOR writeup to document her total lack of interest and ability to do the job. The bosses (finally) listened after that DOR. Many people say being a trainer isn't worth the headaches, liability, and politics. Just remember you're training your backup, and maybe the future of the Department, document the hell out of every training day (good and bad points), keep copies for yourself, and even remember you were a starry-eyed rookie once. I feel sorry for the good men and women of CPD who daily unwillingly swim in the political sewage of Chicago and incompetent CPD merit promotees who cause such clusters...

Ppo’s are not going to be happy. Had a ppo in 010 go straight to the watch commander saying he couldn’t work with the po he was with because the po told him to take it easy on traffic stops since he was feeling under the weather. This infuriated the ppo. The ppo stated he had NOTHING to learn from such a dog ass copper and demanded he be reassigned. This generation of coppers are something else. We busted balls about the “hair gels,” but these snowflakes are really a different breed.


That PPO must’ve felt entitled, I heard around from the watch that his dad was some captain or liutenetant. It’s a shame, that entire group of Ppos are going to play the SOS game when they forgot it doesn’t exist anymore. No one cares about your family name kids.

The city of Chicago does not want to produce competent, proactive and lawfully sound police officers. The last time they did that starting in the 60’s police jailed and convicted so many bad guys the crook county jail had inmates sleeping in the hallways on mattresses and were paying a daily fine for overcrowding. Today the jails are almost empty and the city has learned from their mistakes, that a good proactive well trained police officer will fill up jails. The last thing the city wants is criminals being punished for their crimes. So if they turn out crime monitors instead of police officers their grand plan of putting evil over good will prevail. Truly a slap in the face to every law abiding tax paying citizen.
