Use of Force Rollout

Today, at 1300 hours, the new Use of Force rules roll out.

The military has expression - Time Over Target. It's the amount of time an aircraft spends over a designated spot to conduct a mission.

The paperwork alone for a single Use of Force incident is going to keep officers and their supervisors off the street for hours on end, denying the community hours of police coverage - Time Over Target. We'll have to see if it has any impact on operations, missions, or crime statistics.

We eagerly await reports from the front lines regarding the new TRR's and assorted justifications that have to be documented and the issues that will arise departmentally, judicially, legally.

We can almost guarantee the the amount of paperwork is going to give further lie to the "paperless department" we were promised decades ago.

Lol... in the federal Leo side-- you do paper every time you display a weapon is displayed. You don't even have to tune anyone up. Eventually chicago will do paper every time you display your any weapon.

Lol... ASA denied charges on upstanding citizen who allegedly (because charges should not had been filed) was messing with (vandalizing charge was garbage) several personal vehicles belong to cops. The reason I know is because I went to high school with this Asa. I would not want to park my car there... that guy has permission to do what he does and lawsuit if he gets his hair style messed up if the Poleec break balls.

I have to change the way I talk because never know with these asa's what charge is gonna be legit then dismissed

Here's a Question.......If I use force on a active resister and say two other beat cars help,My partner and I go hands on and offender gets a lil bloody, assisting cars just help to gain control for cuffs, offender goes to the er etc....do all the beat cars get held down even for the TRR novel? Thats 6 officers if all of us are 10-4. Not to mention the car that has to sit on the guy at the er. So now we have 4 cars off the street in a tour, possibly eight officers.

Here is a issue that needs to be addressed.

The IOD report has several sections that need to be eliminated.
1. Home address
2. Home and cell numbers
3. Marital status
4. Number of children/dependents

Why are any of these questions even on an IOD report which will be forwarded to any lawyers office who requests them for a lawsuit/

Anyone who needs to fill out an IOD report needs to use only Department address and phone numbers. As for Marital status and dependents, I will be declining to give an answer for those questions. They need to be removed ASAP.

I urge all Officers to not let this policy make you second guess yourselves when on the street and in a situation where you are authorized to use force. Although there is a lot of new wording in this new policy it boils down to this; we are justified in using any force up to and including deadly force when that is your only option. Everyone who is not the Police fails to realize that the offender is the one who determines the amount of force an Officer has to use. Compliance means no force at all.

It would be a tragedy if any Officer is killed or injured for fear of this policy which really doesn’t change a thing and is just smoke and mirrors fo try to appease the anti-police activists. Bottom line? Go home safe every day or night. Continue the professionalism that we have always displayed.

First and foremost - Get A Competent Criminal Lawyer. Don't talk to anyone, including coworkers and FOP. There are several attorneys who spend the majority of their time defending police officers. Since FOP has not addressed this issue, we may have to do some homework and have the names & phone #s readily available. One name I'll throw out, former police officer Laura Scarry. There is also an OIS insurance policy available from the FOP State Lodge for current/retired LEO's. Don't be scrambling to find this info after an OIS at 0300 Hrs while Kimesha Foxx and Miss Piggy's minions are demanding a statement. Show these vermin that the 5th Amendment still applies to police officers. And a big screw you to the ACLU.

Sit back, pour a cup of coffee and do the paperwork. Take as long as you can. Ask your supervisors umpteen questions. Discuss the paperwork with your coworkers. Every hour you spend at the desk is an hour you don't have to spend babysitting the "community."

One important thing to remember. The less you put on paper, the less it can be scrutinized and used against you. Too may guys like to add additional info

The Problem I've always seen with TRRs is that the Lieutenant wants the TRR done now. That means placing the Cart before the Horse. When it should be first positively identify your offender, IR number, Wants, warrants, gang Affil. Watch the BWC to refreshed your memory. Nailed down and completed your Case Report. Complete Arrest, all Complaints and drop any Inventories. Then start the TRR, along with any IODs. It's always a Rush to do TRRs first so that they can go home. The TRR allows you to Scan and Attach all Documents. If you give the officer the time to remove and clear the table of all the other documents. The officer then is not feeling rushed and can think clearly. That's doing it the right way.

With the new TRRs you need to explain and justify every use of force used by you during that split second decision. You forget or miss a detail you will be found to be lying (rule 14) and to be using ex cessive force. It is designed to hold you accountable, not to justify or assist you in explaining an arrest in court.

Disagree with the above. I'm a retired Lt. I did trrs routinely. Most officers went back out after a trr unless the processing went towards the end of the tour or it was a shooting or something traumatic, officer needed to go to the hospital, etc. I worked in a busy district and most trrs were no big deal involving officers who just had to physically put someone into cuffs who did not want to go. My understanding is now all trrs are going to require the wc to go through a process of interviewing people like it was with a shooting. I'm not sure if that's accurate but if it is thats going to tie people up for hours. At least a fivefold increase in the work required. What's going to happen when their are two trrs in the station at the same time? I never minded the trrs but with this it makes me even more glad that I'm gone. Truthfully I hope this new policy just grinds everything to a halt.

I wouldn't approve a TRR without an approved case and arrest. Complaints and submitting inventories can wait.

It was the first time that we were forced to do discovery for the other side.

I said it was just the first step in fucking the police but good, and was roundly criticized by the smart kids who said it's "for our protection".

None of this shit is for your protection, or the citizens protection.

It is to make you expendable for the politicians who run the city.

You’re talkin an hour to do reports, another 90 minutes before the detectives arrive and at least another 90 before charges are denied. Factor in lunch, roll call and check off and how much time is left to go back to policing? Unless the incident happens in the first hour, no one is actively hitting the streets after getting in a squabble and they probably shouldn’t. Take the time to come down from the stress of the incident.

I spent 2 hrs at the tragic, "What Happened Fest" at the Morse El Station in Rogers Park to make sense of the murder of a kind and innocent women. Although no one involved wanted to point the finger at the impending storm of hyper violence that will be born of the still In Progress Work called "New Use Of Force" which was born out of the false narrative and LIES of the Obama Admininstrations War on Police. Honestly it's not a real issue anymore. Nobody stopping anyone anymore. Nobody getting aggressive anyomre and domestics and other jobs are all on body cam so things don't escalate as easily because coppers are finally having to slow play everything resulting in less fights. Now if there is a fight it's legit and not an issue. Not like the typical tac guy agg Batt to the police because dude wouldn't listen and hurt his feelings by calling him a rookie etc then the fight is on. Glad to not be handling that crap anymore.

Wisconsin tax on retirement 4-6%. Well worth paying instead of living in lawless, corrupt and leftist Illinois. Here you see many houses with signs “We back the badge” on the front yard. Totally different feel meaning safe and savory. Don’t have to look at the ghetto bs here.

The amount of money Indiana taxes your pension compared to what you save in insurance (car and home), property taxes and sales tax makes it a wash at least...i think you will still be ahead.

USA Today list of 50 best cities to live in just out last week. Check it out. #1 Carmel Indiana. Suburb of Indy. Homes a bit pricey by Indiana standards but everything is relative.

We are looking at Indiana also what would you say is the best place in Indiana? Something not too far from Chicago because our children live in the suburbs of Chicago thank you!

East Chicago is one of the best places Indiana has to offer.

To visit the kids in the suburbs, just take the South Shore train to 115th and grab a Divy bike for the rest of the journey. Once the Red Line is extended to 130th, you could meet the kids somewhere in Altgeld Gardens for lunch.

Wouldn't really call the guy a moron. On a $80000 pension, that's $3200. Takes a lot of sales tax, city stickers and less property taxes to make up the $3200. You others for Indiana are valid but the pension tax comment doesn't make the guy a moron

State did not approve felony. She was I-Bonded for misd. disorderly conduct and walked out of the station, got a cab and left. Just cuz they put a felony charge on the arrest report doesn't ensure automatic approval by the ASA.

You’re talkin an hour to do reports, another 90 minutes before the detectives arrive and at least another 90 before charges are denied. Factor in lunch, roll call and check off and how much time is left to go back to policing? Unless the incident happens in the first hour, no one is actively hitting the streets after getting in a squabble and they probably shouldn’t. Take the time to come down from the stress of the incident.

Are you saying that Detectives now have to respond to ALL trrs no matter what the injuries or charges are???? What the hell are they supposed to do on something like dope offender who runs and is tackled and has to be restrained and cuffed? If true this is the ultimate in stupidity. Going to be a lot of grumbling detectives.

You're right about the cheaper real estate taxes, city stickers, etc. They do add up.

One needs to figure lower food, gas, car insurance costs.

Am sure the dollars and cents issue is important. But an $80K pension is more than most people live and raise families on.

Don't overlook the value of peace of mind. It can be priceless.

As for HR218 qualification, it looks about as hard as Illinois. 2 forms, no(?) notarization.

Wisconsin? If you are an out of state retired LEO, especially from Illinois, fuggetaboutit. Big PITA

Let the airlines handle their own problems. Police get involved with airline problems and policies which turn out to be a civil issue and get fired
Two guys from aviation police were fired today because a passenger refused to get off a plane because the airline wanted the seat for one of their employees They should have offered more money to get off the plane. Because these officers were enforcing the airline companies policy and things escalated they were fired
Let the airlines hire their own security
