Ald. Burke is still fuming over the way he claims the City Council was misled by the Chicago Police Department’s press office, which Sneed reported Wednesday.
The Irish pol was so angry, he blasted CPD’s Director of News Affairs, Anthony Guglielmi, during a City Council meeting Wednesday, claiming the budget appropriation for his department was $343,746 — but the actual total expenditures for salaries was $2,535,468 because more than two dozen police had been dispatched to CPD’s press office.
“I don’t know about you, but I frankly am embarrassed that I have been fooled in such a dramatic way,” said the alderman. “Why do we spend hour after hour, day after day, week after week, sitting here in budget hearings only to discover that we have been deceived and played for fools?
“It is clear beyond any doubt that we simply can believe nothing that the police department tells us. Fool me once, shame on you; fool me twice, shame on me. Henceforth, I will never agree to take testimony from witnesses unless they are placed under oath.
“We should demand an apology from whomever presented this phony budget — we should demand that these police officers be sent back to the districts where they belong to fight crime, and if this press posse needs 28 people — which I do not believe — they should be civilian employees.
Remember, this is a guy who has been violating the Contract for years, detailing people to the airports in violation of the bidding process for years.
And if Sneed gets off Burke's junk for about five seconds to get oxygen, she might remember that up until 3 years ago. Burke had at least three full time CPD drivers who would drive him everywhere, including out-of-state for golf outings...in a city car. That could have been done by civilians, too.
Expect a bunch of News Affairs dollies to be sent back to inside spots away from Googlyme. Depending on his clout, Googlyme might be gone, too.

Why do we need 28 people at news affairs? Fuck Burke and the rest of the alderthieves, but we need to get rid of some of these hiding spots on this department. However, maybe we could trim some of the fat at the alderthieves' offices first.
The city has played with the police budget for decades creating jobs within the police administration, filling them with outsiders, and then having these outsiders work in other departments and in some cases not work at all. The First Deputy's Office was a prime spot for this action where a job was created " Assistant" the person given a company car and then worked somewhere else in city government. The salaries were always pretty good. Nothing new here. It goes on in County government also. There are probably lots of people who are holding high paying titles who never actually do the work as listed in their job descriptions. It seems no one wants to do anything about this, least of all the BGA.
Burke is so angry about nonsense, the crazy thing is he is finance chairman and is responsible for the sad state of city finances and also for giving the huge payouts to the thugs that sue! Then he was bitching about the airport police DOA who many are Burke's people that he put in,is this man angry or going insane?
On the DOA incident and having "ginger" so called aviation commissioner looking into this and of course ginger says "I told them to remove police and put security tags on" is that in writing or more stupidity! This is the same girl that cannot control her airports in anyway or any form. For example living near Midway airport the airlines are not supposed to take off before 0600 hours and end the day by 2200 hours that is constantly violated. Then after going to waste of time airport community meetings watching the smug airport assistant commissioner at midway and her crew responding to questions falsely and bullshitting the residents. Another example when aircraft takes off from midway heading Northwest they are to turn and follow the expressway I-55, so as not to disrupt residents but do they do that no of course not.

Burke and his fellow alderman need to examine every unit within the police department outside of patrol and see how many sworn officers are assigned or detailed there. What are their functions and how many officers are needed to have that specific unit function properly. Have you been to 35th street lately? Way too many officers assigned to that building. And that's just 35th street. What about narcotics? How about those sworn police officers who are not detectives assigned to the various detective divisions to make coffee and answer the phone. Sorry but detectives can make their own coffee and answer their own phones. The tree needs to be shaken AGAIN and have those P.O.s assigned back to districts where they belong. News affairs is just a start.

Districts are swamped with bs calls, chasing shots fired, dealing with violent domestics, gangs etc, all with shrinking manpower, bs details, no vehicles, no backup personnel and limited (if any) time off during May thru October.
All the while the bloated News Affairs is typing 3 line "heard shots,felt pain" press releases.
They are the originator of the Cut & Paste... "Nobody in custody, Area detectives are investigating" tag line.
Time to reassess the necessity of News Affairs and what it takes to write a 3 liner, a $90k PO or a $15k snowflake intern.

Speaking of manpower, can someone tell me why the 19th district has a 10 member Cubs detail with a sergeant when manpower is down drastically? There already is a city wide detail unit that handles special events. The 19th district doesnt have manpower to fill beat cars nevermind made up in house details such as cubs and wrigleyfield. The district leads the city in robberies and aggravated batteries are way up. Its ridiculous!

They budgeted for twice as many Officers, and only manned the unit strength at 50 percent. I hear the Airport units are similar. Canine is another...I'll bet neighborhood relations was a Felony offender back in the day.
I'm willing to bet that there are many units doing the same. A forensic audit would put a lot of connected people in jail...

Crime stats, Clearance rates, Manpower reports, In Service Training, etc...Academy training has falsified so many training records that it would be a good place to start. I must have spent a Third of my career in In Service Training. NOT!!!
Back when Area Five was the Tops in the city Clearance stats, it was legendary how many Pattern multiples they had cleared. It was common knowledge that if one black offender was arrested for robbery and he was not necessarily charged with, but named as an offender in every Unknown M/1 robbery in Area 5 since O.W. Wilson was Superintendent. Regardless of the physical description. The same went for any M/2, or M/4.
Many A/5 heads were promoted out of that.
Cline, Andrews, and a Robbery Lt. or Three. Just to name a few. And a whole slew of Sgt's.
I have always suspected that A/5 was closed down in part to cover up the egregious falsification of numerous Police documents.

News Affairs has maybe 12 PO's for a 24 hour unit. If you believe it's two dozen than you're as dumb as Burke's lapdog Sneed. They are probably including Graphic Arts which is now under control of the Office of Superintendent but still doing Graphic Arts. The entire department was informed of this by email not too long ago. Yet here we are bitching about each other when enemies #1 & #2 are the political hacks (Burke) and media (Sneed). 19 years on this job and the Dept gets more broken with each passing year. Can't wait to GTF as far away as possible.

The actual number would be 17 if you go by standards adopted by other, less corrupt metropolitan areas. 33 less offices to be paid for. 33 less groups of relatives to be paid for on padded aldermanic payrolls. 33 less chances of yet another alderman going to jail which we pay for.
This would save tens of millions of dollars AND fight crime. It's a win win.

Yet the commander of 003 refuses to be fair and professional. So now officers must give up their CU time or have a day of no pay. You mentioned a double merit Tact LT who the young tact officers admire and suck off? How about this commander who is a triple merit and intentionally screws over coppers? It has been verified that he is the only commander in the entire city who is doing this injustice with giving out soars to those who paid it off before the spar was even created.
1. He cares more about rental vehicles than the troops. Remember during the world series? Had troops move rental vehicles (white vans) onto the side streets which could've been used as shielding amd concealment. He didn't want the rental vehicles to be damaged. From the very same corner where 2 officers were shot at during a auto accident report job on 1st watch.
2. His daughter calls in a fake assault because she was tardy to school and refused entry... Bosses and detectives and many officers on scene. Truth comes out little too late. The next day he yells at the 2nd watch roll call not to bother putting in for merit anything...
3. Calls officers into the station over the air during a traffic stop and tells them the driver was his wife...
4. His niece has been in HQ. When did she come off of status? What does she do there?

News Affairs is only the tip of the iceberg.
Tons of full duty coppers hidden in spots at HQ and lots and lots of them hidden away in Commanders offices and various spots in each district too.
The only civilianization done at the district level was putting them on the desk.
None went to Admin office or Caps or Tact secretaries etc.
Nothing but a bunch of smoke and mirrors.
The public is really too busy to care about Ed being upset or out of control crime. It is what they vote for each election cycle, so no surprise. At this point, It's anyone's guess where the threshold of public pain lies.

So there 28 officers accused of being assigned to 1 unit.
There are three watches per 24 hour shift, this equals a total of 9.1 officers per watch.
The DOG's are split by a 4.5 work day cycle, which equals to about 4 officers per watch.
Now add in the furloughs, T/D, sickness, or what-ever- and you get about 3 to 4 officers per watch in news affairs.
That's really bad numbers for a major metropolitan police department- really sad numbers.
I don't feel bad for Anthony Guglielmi. According to site he makes $126,564
Thats a lot more than the hard working men and women in blue in a beat car make.... I can name many officers who make $50,000 less than him, and have more degrees and better resume then him but no clout. Sick of exempts and civilians in police department (and a lot of white shirts!) making more than double than the guy and gal on a beat car who do 99% of the dirt work on the ground. Just because we may wear a blue shirt, most of us have better common sense, judgment, decision making, and in many instances much more education and degrees than these overpaid clowns. Hardly nowhere. McCarthy was able to offer him the gig when Melissa Stratton left to go to another city agency. He's one of the few civilians who the command staff does trust. He is hardly Rahm's "guy."
Secondly, there's not 28 people in News Affairs. That pompous, senile windbag Burke is so confused by the truth that he just babbles. He may as well have thrown in Legal Affairs as they are also assigned to the Supt's office. That number is both news affairs and graphic arts.
