No Good Deed..... (UPDATE)

  • The Chicago Police Department is investigating one of its officers after he helped three young girls found living in an abandoned home. The officer set up a GoFundMe page for the girls who were known as the Englewood Angels. The police department said the officer violated its policy by helping the girls.

    Chicago Police Sergeant Charles Artz is learning that no good deed goes unpunished. After discovering the deplorable conditions the girls were living in, Artz launched the effort to raise money and supplies for the kids and the grandmother who agreed to take care of them. Dolores Anderson has a roof over her head and, for now, enough food and clothes to help raise her granddaughters who were found living in squalor just a few months ago.

    [...] Anderson said she would be homeless and the girls would be living in foster care if it wasn't for the generosity of 7th district Chicago police officers. With approval from his superiors, Artz spearheaded an effort to raise money through a GoFundMe page. Now, Artz is under investigation for violating police department policy.
So who are the "superiors" who granted the approval and why aren't they stepping forward to take their share of the hit? Are these teflon-superiors? Special lieutenants from some special units? The commander is one of the twins running the two worst districts in the city. It would seem that this one didn't get his fair share of testosterone in the womb.
  • "I believe it is waste of time, energy and money because he is a good man. I have good feelings about people and he is one of the best," Anderson said.

    Artz is accused of violating rule 52 which prohibits officers of seeking or soliciting contributions of any kind from anyone. The complaint against him was lodged by CPD Internal Affairs Commander Robert Klimas.

    Calling the policy obscure and outdated, Chicago police sergeant's union president Jim Ade said the investigation is just another nail in the coffin for police morale. "Take a guy running across the street saving someone from a burning building and three months later he gets a ticket for jay walking, that is what the department is doing," he said.

    And saving the three young girls is exactly what Anderson and Artz's supporters said he has done. Now the police sergeant has a complaint on his record. "He didn't discharge his weapon on nobody, he didn't beat nobody, he didn't curse at nobody, I mean, he stepped out to help some babies," Andrew Holmes, community activist, said.

    Holmes and the police sergeants' union said the Artz investigation sends the wrong message during a time when police superintendent Eddie Johnson is calling for more positive interaction between police and the community. Even if Artz is exonerated, he will always have a complaint logged on his record.
The grandmother isn't complaining. The community activist isn't complaining. No one in Englewood is complaining (which is a miracle in and of itself). The only one complaining is the Commander of IAD, a Bureau currently in the crosshairs of the biggest (known) promotional scandal in Department history.

And if Special Ed had a single hair on his sack, that commander would be back in a District working midnights by this weekend. You want "positive interaction" Ed? And this stroke files a complaint against the sergeant? You and he can both go fuck yourselves if this isn't remedied immediately.

UPDATE: Comments are saying that this is the last of the feebs that J-Fled brought over to run the department, and he can't be demoted. That brings up a whole new theory. He isn't (and can't) get a pension from CPD, and he can't collect unemployment unless he's fired, so he did this to piss off everyone, up to and including Burke and Rahm, who already signed off on a City Council resolution saluting his "community interaction."

Voila! Fired....and an unemployment check! Is that plausible?

This IAD commander should also be under investigation for impartial investigation practices. If this Sergeant gets accused of a Rule 52 violation, then why hasn't this commander accused the Sergeant's Supervisor's who approve this? Why hasn't he accused Officers who participated with Dunkin Donuts Cops On Rooftops of Rule 52 violation? Why hasn't he accused the Department Chaplins of Rule 52 violation when they seek donations to feed the hungry? Why hasn't he accused the Officers, who participation in Cops For Kids Bowling of a Rule 52 violation for raising funds for Big Brothers & Sisters? They all seek or solicit donations, yet these events helps others and promotes the Department. This commander (no caps as he does not have my respect) should be recommending a Department award for this Sergeant instead of filing a complaint, but that would take a set.

This case is so egregious that I think there has to be more to the story. If not, then this is the greatest example of a lack of common sense I've seen in my 16 years with the city. Considering that the head of IAD is an appointed position, the Superintendent should immediately demote and transfer Klimas. It woukd show the community and the department that absurd supervisory decisions will result in a removal from said supervisory positions.

When I read the story I couldn't believe it. This is why the dept is so fucked up. Nobody in the upper eshelon has common sense. No balls to tell this guy "wtf are u thinking" filing a complaint like this. The guy should be getting awards for this, not having to drop paper. It's exactly why everyone has given up. Gee, isn't the superintendent's name on a bunch of flyers advertising promotion parties and golf outings that charge for attendance?

This archaic rule needs to go. There are statutes on the books for soliciting bribes, which is what this rule was meant for. Time for a revamp.

It gets better, the grandmother nominated them for a Red Cross Hero award for everything they did, an award they will be getting sometime in April naming the the 2017Law Enforcement Red Cross Hero Award. Also Alderman Burke, in January, wrote up a City Council Resolution for the officers, signed by the MAYOR.

Normally, complaints initiated by the head of IAD are at the behest of the Superintendent of Police. Is that the case in this instance? Either way, this wouldn't be the first time the Department brass gets serious egg on their faces once a "Klimas complaint" goes public, via the mainstream media. Just ask J-Fled.

Playing devil's advocate for a moment... Maybe someone (media/politician/citizen) approached the Department to commend the outstanding efforts of the sergeant? Perhaps they even thought some recognition should be in order? Once the Department became aware of a rule violation (technical or not), ethically they would be compelled to "investigate" the rule violation. If this is nothing more than a "technical violation", the disposition will be "violation noted - no disciplinary action."

I think a few of us have heard a story or two of a member receiving a medal at an awards ceremony in the morning, only to be stripped and suspended later the same day concerning the same event? Perhaps this will play in reverse? Perhaps after the CR is disposed of, the sergeant will receive an award from the Department and/or the Chicago City Council for his selfless efforts at doing what great police officers do - helping the citizens they serve.

If the brass had any brains at all, the Superintendent himself should get out in front of this NOW and publicly commend the sergeant's apparent efforts while the technicalities are looked into. That maybe too much to ask though. They are probably huddled together at HQ, having meeting after meeting, trying to figure out what to do. During the J-Fled "Klimas complaint" I mentioned earlier, they held meetings for three days before white smoke arose from the tower.

Whatever happens, don't be discouraged from exercising a little humanity and compassion to others when your heart tells you too. There is absolutely nothing wrong with that.

Kudos Sergeant. You are a credit to your department and to the law enforcement profession. You saw people in need and stepped in to help. That's what our job is about. I have 38 years in law enforcement, 28 of those in supervision. Over my career I have seen many times the old adage that I have tried to live by: "Managers do things right, leaders do the right thing." You Sir are a leader. You have my utmost respect.

I must have heard that over a hundred times after he came into IAD.
HE HAS NO CLUE WHAT THE POLICE DO.
He claims that he was a police officer before being a FBI agent.

But allows investigations of residency and crimes to take years only to be closed or thrown out when the police board reviews them.

The rule sounds like it is improper to ask for donations for your benefit. Or in this case, donations where clearly stated as being for the girls. Was the fund stating that the PO was part of the process so that it might be considered that he used his influence to determine others to contribute?

HE could not fill in as a watch supervisor if he tried.

And let's look at his command in IAD.

Cheating scandal
False reports from IAD investigators
Investigations where officers are stripped and wait years to be returned to DUTY.
Or go to police board where entire case is thrown out because no board member believed IAD.....


AND HE WAS COMMANDER OF INVESTIGATIONS.

Does it seem like someone doesn't want any goodwill to take root between the PD and the citizens?
If Special Ed doesn't exonerate this Sgt. and wipe his record clean of this complaint, I reckon that'll be the proof in the pudding.
The so called "supervisors" that gave their blessings for this little endeavor should be called in on the carpet also. Why are they not standing beside this Sgt.?

Stripped and transferred the investigator for residency?
Never in my 30 years has anyone been stripped for residency. Why?


Took 4 years and the police board unanimously found not guilty.
Investigator still lives in Chicago.

Listen, I'm from the old school of always respecting your superiors no matter how stupid or asinine their decisions may be. But this is the most idiotic thing I have ever heard. This guy Klimas has to be a complete and utter moron and asshole! The morale in the department is already at the lowest it has ever been in the last 20+ years. With all the cheating scandals, the ass-kissing by our leadership to the reverends, state reps, BLM, father faker, and even the thug "civil rights clowns", and now this blow to this sergeant for going out of his way to help out someone in need. If the superintendent doesn't do something to rectify this issue immediately and reem a new ass to this clown of a commander, no one will lift another finger, especially the hard working officers in englewood. If Klimas had retired from a City of Chicago position and was collecting a pension when he was hired at CPD, you are correct, he would not be able to get a second City of Chicago pension, however, Klimas did not retire from a City of Chicago position, therefore, he is eligible to participate in our retirement fund and can get a pension, as long as he satisfies the age and service requirement, and he cannot be considered a double dipper as far as the City of Chicago is concerned because he never "dipped" in the first place!

I spoke with klimas before. He's an idiot. He has a law degree from U of I but nothing in his brain. His law license is expired.

He could, in a roundabout way, be showing the city how stupid and outdated our rules are but I don't think he's that sharp. Unless it's a ploy to look at all Rules and Regs. That seems very plausible during contract time and Seesions wont enforce the decree.

IAD cannot clean up their own House, but they are going after this Sgt.? We are at a crossroads with IAD, and the Superintendent and Kilmas knows it. If the truth is that there was a fixed promotional exam, involving IAD Supervisors (Sgts); virtually every investigation that they supervised or took part in is now questionable. If subpoenaed in to testify, are they going to appear at a Police Board Hearing, knowing that everything they say may be challenged as perjury? If a Federal Agent is Impeached or their testimony questionable, their careers are virtually over, because they can no longer be "Credible" witnesses giving "Credible" testimony! Remember Finnegan and the SOS Fiasco? A straight shooter who never had a beef in 8 yrs on the job was in SOS. He went to testify on an arrest he had made a year before Finnegan was taken down, and when he went to court, the ASA saw the Unit on the arrest report and told him, "Sign Out. We're going to drop the case, your Unit has no credibility." Those of you in SOS back then know this is true. So are we going to see that with IAD? Any cop who cuts a deal at this point is a fool. Notify your attorneys about the cloud hanging over IAD. MAKE SURE THAT IF YOU ARE BROUGHT UP ON ANY CHARGE, THAT YOUR LAWYER MAKE THE IAD AGENT, UNDER OATH, STATE WHO HIS/HER SUPERVISOR WAS. IF THAT SUPERVISOR WAS ONE OF THESE DESPICABLE LIEUTENANTS, HOLD THAT KNOWLEDGE IN RESERVE. BECAUSE EVERYONE INVOLVED IN THIS PROMOTION SCANDAL IS A LIAR, FRAUD AND HAS NO CREDIBILITY. Going after this Sgt. is absurd and hideous. Kilmas and the other Fed., who took over IPRA, he was from DEA, learned early that Chicago is rotten. I had occasion to attend a function where some DEA people were present, and he was lamenting how he got stuck with "Dogs" as investigators, but they were too heavy politically to move. Now remember, this was the "Reformer" brought in to make things right. During this cleaning something went terribly wrong, Rocky's blood pressure spiked and his heart stopped. He was dead. The doctors revived him after administering CPR for 15 minutes. However, he is currently on Life Support in the Intensive Care Unit. The cost of his care is much more than myself or my family can afford. Who's the fucken goof, I also live in the western end of 008 and I quess beat 811 and 812 weren't around when two M/1's attempted to rob me in the alley when I was taking out my garbage. So I must be a goof, because I was carrying my gun and these shitheads ran off. The only thing I'm pissed about, I couldn't get a shot off at a fleeing felons because a neighbor pulled out of her garage blocking a good shoot. So you feel safe, but I am safe, I carry my gun everywhere that's the difference.

The "rule" has to be based on some legal precedent somewhere that would allow for others to sue because these girls were aided in this way but then they themselves were not. The set up, of course, is how DARE someone seek aid and help from anyone and anything besides GOVERNMENT! See it? The rules and the law is set up to PROTECT government dependency and job security for....wait for it....other civil service UNION workers, social service whether it be city or State workers.

As for the unemployment idea, any employer can fight an unemployment claim and it would be interesting to see how that angle plays out. I submit to you that what I said prior is far more at work here than the latter. Fellas and gals, you need to understand that your union is more like a trade union than all of the other civil service unions, in that, when you guys don't produce a "profit" there really are real world consequences. This is not true among the rest of the Civil Service Army of unions that spend their days pushing papers and bothering people (think EPA). Those in those areas are TRUE BELIEVERS is the idea that ONLY government can help, only THEY are "qualified" to decide what is best.

As it is with so many other examples, We Told You So. For many years the politicians have convinced you guys that you guys are in with the in crowd, aside from the rest of us peons out here in Citizenland. The more time that passes, the more examples come to pass proving us right. You are viewed as expendable, just like us. You are not in their little club and they will cast you out and toss you under the bus in a New York Millisecond. Let this example here be a lesson to you all. If you do not tow THEIR line for them - they will hang you.

As a group I suggest you think hard about which side you want to be on as this drama unfolds. You will be stronger, a lot stronger, if you stand as a group with us, the people, like this cop right here did on his own. You will serve THEM or you will offer your service to us. It really is time to choose which it is you want to be known as your position.

Another angle to this story. I imagine that more than the children and grandmother benefited from the fund raiser. I believe the Sgt and all the officers who worked and donated were able to use this as coping mechanism to deal with having seen and been involved in such an example of inhumanity. A much healthier outlet to the shock and emotional trauma that comes with handling jobs like that one. Much better than going to the local watering hole or taking it out on our families at home. I think this Sgt's actions are a shining example of the type of leadership this department needs and sadly lacks. If I were Supt. for a day, the commander would be fired immediately since he apparently can't be dumped. And, as a Sgt myself, I will use his example to help the officers under my care when a similar situation arises.

I don't know what's wrong with the police nowadays, for something like this, just say, the bosses ordered you to do what you did; throw this shit on them. However, if you want to handle it by yourself, then before you do something document it for times such as a CR number. Coppers who are organized, write good paper and documented incidents, are usually not bothered by the bosses. You know the pen is mightier then the sword saying; bosses that know someone can put a half decent report together are never bothered with pity bullshit. One of the rules is not to make yourself a lightening rod.

At first read it looks terrible, so terrible that it defies reality enough as to make one pause and think, "There has got to be more to this story."

Latest report is they just want to audit and make sure all the funds got to the family, because it was running through a personal checking account. That's not a bad thing, and can actually help protect the copper from an IRS jam over any "undeclared income" if GoFundMe funds crossed a calendar year.

I am not for one second suggesting that there was even a penny of personal gain gleaned from this so don't go there, just saying that transparency on the finances can be a good thing for all concerned. It's best practices for any non-profit and increases donations even. When Klimas sends a clean bill of health, and I'm sure he will, there will be no room for questions or raised eyebrows.

OT Tribune ran an article yesterday on how the city is still using scoop and toss method of financing operating expenses paying a high interest rate. A lot of these payments will come due in a few years. The pension payment has been pushed back a few years. What happens when these massive obligations collide? (after the next mayoral election of course) Huge tax increases? Or pay the LaSalle Street crowd and screw the pensioners?

Klimas deals with administrative beefs in this way: if you truly believe that you are being railroaded and innocent of all charges and don't accept the first offer of suspension, but instead ask IAD to investigate the case further by means of evidence.(especially when it involves a high ranking member) YOU WILL GET FUCKED. This guy will triple your suspension without just cause, simply cause he can! He will try and fire you at all costs. He has no qualms about testilying under oath as he did in my case. His rat squad follows suit. He will say you were uncooperative and a horrible police officer and termination if he could, would be his recommendation. Too bad you piece if shit, precedence has been set, ironically by your own IAD people.

What a truly wonderful story of police officers helping this family in need. Straight from their hearts. Any wonder cops won't do any work except the very minimum. Thank God for this seragent and the other officers who stepped in and saved this family. This is the CPD at it's finest. How many acts of kindness and help are given every day by officers in this city and elsewhere. There should be an investigation to find out who made the complaint against these officers and why the head of the IAD decided to go after them for being kind and concerned for citizens of our city. This entire story is a disgrace.

His one purpose for being hired and he couldn't finish it in almost 10 years. Latest report is they just want to audit and make sure all the funds got to the family, because it was running through a personal checking account. That's not a bad thing, and can actually help protect the copper from an IRS jam over any "undeclared income" if GoFundMe funds crossed a calendar year.

I am not for one second suggesting that there was even a penny of personal gain gleaned from this so don't go there, just saying that transparency on the finances can be a good thing for all concerned. It's best practices for any non-profit and increases donations even. When Klimas sends a clean bill of health, and I'm sure he will, there will be no room for questions or raised eyebrows.

If you are correct, what a horrible way to ensure the funds are accounted for? A complete public relations nightmare and a severe blow to the morale of street officers. How can Johnson ignore this issue? If there are questions about the funds, then say so. To let this story linger for days, even weeks will push even more officers to "fetal position". In regards to soliciting funds, there is currently a big push for childhood cancer with St. Baldrick's event. Is this worthwhile event a violation of rule 52? Pick and choose your battles based on what? SMDH

Anyone fired or laid off from a job can file for unemployment. The state will then send the employer a form asking them if they want to contest the ex employee's application. If the employer doesn't contest the ex employee's application that person will get the benefit and the employer's unemployement tax will surely go up. Even if the employer contests the application stating that person was fired for cause in almost every instance the state will still grant the benefit. Now here is where it gets strange; if a large employer wants to fight the the granting of the benefit they have to get thier attorney to fight it through a legal process resulting in a hearing. If the hearing officer determines that the ex employee was fired for cause then that person doesn't get the benefit. If the hearing officer determines that the ex employee was not terminated for cause then that person gets the benefit and the employer's unemployment tax goes up and on top of that he has to pay the attorney for a lost case. The same process is in place for a small employer BUT, and here's the wierd part, if the ex employee is granted the benefit after the initial application, despite the employer contesting it, the STATE will pay for the small employer to hire an attorney to fight its OWN decision. Being a small business owner, been there done that.

Believe it or not, there are some who know a different side of one of the involved parties. Maybe not a bad guy, but we all have vices. Integrity is the issue. And maybe some ignorance of how gofundme actually works. There was speculation that a personal checking account was involved. Who had access and who was getting money. IAD can't drag people in and start questioning people at random to figure things out and get answers. It's awesome that 007 did this. But how would we look if the funds weren't going to the right hands? Is that truly impossible to imagine?? Sling mud at the fed all you want, it was the right call.
