HQ Meeting Revisited

Looking at our post and the resultant comments about the HQ Meeting, we have these other points to bring up:
  • OK with getting federal $$$, not with national guard. Not good for community relationships;
Yes, they're great to have in the event of a natural disaster, and they have all sort of equipment for moving things around. But their Rules of Engagement are far far different from ours. Their involvement would be for show - they wouldn't be allowed to surround a city block, level a building full of insurgents call in gunship support, snipe dope dealers and gang bangers - things they excel at. Special Ed has this one correct.
  • FTO most important spot in department. Partners will be able to be FTO's together. Partners will work with a recruit in their car. FTO get one merit spot for every 30 people in every Sgt class;
Highly doubtful. As someone pointed out, who gets the pay? And the half-hour? And what's the point of having two FTO's ride around with one PPO when you could have twice the number of cars on the street with one-on-one instruction? This sounds like something to tell the FTO's to keep them from jumping ship once they find out they're being lied to....again.
  • "Need video evidence to get protestors arrested for agg assaults to p.o."
We're still shaking our heads at this one. We've gotten charges approved for Aggravated Assault dozens, even tens of dozens of times in the era before video. What changed? Are we to assume the cops are always lying absent video proof? If that's the attitude of the Superintendent, then rest assured, everyone will be embracing "fetality" far more enthusiastically than ever before..
  • Hired outside firm for performance evaluations. Should be part of promotional process;
Any word on whom this is going to be? Because the performance evaluation system is a joke.

This last item intrigues us as it opens up a whole can that Special Ed obviously didn't even think about:
  • More people from patrol promoted over people in units, because in a unit you're already taken care of;
You know what Special Ed? We're going to take you up on this one. Because you know what it entails?
  • Show everyone the "merit"
You want us to believe you? Post the "merit" picks. Post them all. Show us that Patrol is where the picks are coming from. Show us to that all the Unit people dumped back to Patrol right before a promotional class are actually being promoted in rank order and not in some sleight of hand effort to conceal this obvious lie. Show everyone the "merit" lists from this point forward and we'll believe everything else you tell us for your term as Superintendent. Otherwise....

It's amazing how the department works, people get promoted to be commander shortly after they make Lt and can then recommend people for Capt which they cannot be. Waller was a Merit Lt for 1 month before getting promoted to Captain.

At this point, why not let the National Guard and U.S. Army come into the city?? It would show the nation an obvious need of hiring more Chicago Police officers. Plus I would love the reaction of the residents of seeing M1 Abrams tanks at 63/ashland and Madion/california.

FOIA the merit picks since the inception of the merit process and post them all. I bet you find the overwhelming majority of picks have been the best and brightest and have had prominent roles in leading this agency to the current state in which we find ourselves.

This is what happens in a cloutocracy. Everyone (well, those who have clout) has got "their piece of the pie" and could care less about "the other guys".

Merit promotions? Chinamen "making that phone call" to "put in a good word for you"? FOP looking the other way instead of standing up for real rank-and-file issues?

Well, the defecation has hit the oscillation, and now all those "incompetent and in-charge" need to be held accountable. (including the Mayor)

Forget bringing in the Guard if they cannot call in air strikes or snipe. That is what is needed at this point to clean up this city.

Do you think ANYONE on the Command Staff has any strategy?

I don't.

Wait till someone starts unraveling the BS and finds many people at fault.

Q: Why doesn't the CPD use IQ tests to actually determine the brightest white, black, Hispanic and Asian men and women sworn members.

Hopefully the CPD will just give the right for FTOs to bid starting times. The CPD Administration has continually stated FTOs are the most important positions in the CPD, which I agree. However, FTOs are treated like second class step children. Why not give FTOs the right to bid for starting times? This is a small thing in the whole mix of things. I think the FOP would be on board with this request.

One FTO, regular non-FTO partner and a recruit. All in same DOG- all ride together- bad for third wheel recruit, and whats the upside for non FTO who doesn't get half hour per tour or extra pay?....am going to guess whatever the thinking was- it was floated out by some clueless exempt and instituted per spineless wannabes----no input from people doing the job.

Outside firm for performance eva;s---hmmm sounds like it will be numbers driven, perhaps with a checklist of met attributes submitted by supervisors--synthesized by HAL2000...would also expect to see mandatory observations in performance eval system- and Sgts will work that extra half hour a day completing them- and computer will know when you are logged on and doing them at end of shift.

Show merit list and show what they actually scored on the test. Some merits couldn't wait for their number to be called don't cha know. Some people who have a relative in exempt rank. Or perhaps some one who works on the 5th floor.its all legit.

Doing the same thing over and over the same way expecting a different outcome.

I retire in next 2 months. And in my time working for CPD this talk to the rank and file
Is the same as other talks received from other Superintendents.

The most recent was when Jody Weiss showed up. And Debra Kirby pulled us in for a talk at 35 and Michigan.

Where did they find these alleged leaders and where are they now?

The job is done on the street. Not at HQ.
The trust must come from the front not in the rear with the gear.

I was proud to be a chicago cop. But lately I feel I lost this confidence.
Good luck being questioned on every move.

Yes, show the merit lists. Also show what the individual did to merit being merit. Then show who sponsored the individual and how the sponsor knows the individual, if they ever worked for the sponsor. Appoint a board of outsiders to rate every package for merit promotion. Transparency is the only way that anyone will have faith in this corrupt political system of racial spoils.

I'm sorry but I was appalled attending this so called "focus group". First off, no one knew what it was about so how could there be "focus"? Secondly, it was more of the supernintendo grand standing comparing the CPD to a global company called SAMSUNG which has thousands of employees based all over the world.
I was belittled by the supernintendo telling me that my intelligence is too low and that I don't see the BIG PICTURE. I see plenty and have been @ for 19 yrs. and during that tenure have seen patrol get the shaft on everything. I've seen merit promotions of bosses kids or the good ole boy drinking crew. So your "earned not given" motivational poster in each district is a fucking joke.
Oh by by the way E.J., you want to tell war stories about when you were on gang or tact? Let me inform you the job has changed since then and you are NO LONGER DOING THE JOB. A POLICEMENS' POLICEMAN, you don't do our job in the field, plain and simple. So next time you want to do a focus group, have a focus, a syllabus, power point of topics to discuss, let your members know in advance so that their informed and may ask questions. Stand there, speak up and be seen instead of dodging around a pole in the center of the room like bad grandpa waiting to get a tip.
Look at any collegiate debate and then you'll see some professionalism.
All in all, what a joke and GFY MR. E.J. Brandy! The masses are a lot smarter than you think and well informed, not the idiots you portray us to be in your own mind.

Gotta say, the idea of a pre-dawn insertion of a few scout sniper teams with supressors on the roofs of a few storefront churches, with ROE of taking out anyone publicly displaying a firearm might actually make a difference.

Might upset the delicate ACLU folks though? But I bet it would slow down the drug business and gang shootings on a few corners.

National Guard units are not for LAW ENFORCEMENT. State police sure are though and there IS the legitimate point that Rauner COULD declare a state of emergency to bring both into play.

I hope he does so - but not to do the CPD job for it and not to do the Cook County Deputies job for them either, but instead as back up support AND for bodies on EVERY street corner as a means of shutting 'business' of doing gangland gang activity DOWN.

Look at Baltimore for a moment. The troublesome element figured out that the only way to get back to normal, for all the p0lice to get outta da way so day can be slangin sum mo was to chill out and be good. Take the "transactions' indoors and ummm stop the gunplay.

I ure don't wnt the military in there to enforce law, but I sure do want them and especially their assets in their to back you guys up WHEN the day comes that you TAKE Your City BACK! The tyrant punks ain't going to just give it back you are going to have to take it. You WILL need HELP.

Off topic. I'm retired living in Florida. Breaking news; at 7:15 AM Orlando PO shot and killed, known offender at large. PO on motorcycle enroute to scene involved in crash, in critical condition. News anchor seems very concerned with being accurate and seems pro-police. Murdered officer Identified as Master Sergeant Debra (Deborah?) Clayton, 17 year vet working 10-99. Now reporting motorcycle officer has also succumbed to his injuries. Sad day for LE. Pray.

Nope, his civil service rank is Lieutenant, he went straight to commander from Sgt. with a month in between as LT.

He cannot just promote merit from patrol . If all units get a merit pick . He will go through patrol quickly and then be forced to pick from units. Unless he tears down the merit lists or does not give units a merit pick . Also one FTO per 30 - who cares , that's nothing .

Ol' Supt Terry Hillard used to come to the Areas and give a fireside chat to give you a little boost.
The pep talk lasted about an hour, the warm-fuzzy lasted until you hit the door.
Pretty sure 28 years a Special Ed is trying this stunt too.

Before that, Supt Matt "the Rat" Rodrigeez once said "some people are just not good test takers" as a way to justify Merit spots.
That's back when getting shot got you on the next list.
It would be so simple to have FOP just publish the Rank Order Scores.
Anyone have an idea was never done?
Besides City Hall manipulating the ScanTonic scoring.
They scan count 1 million votes in a matter of 2 hours and re-elect Rahm Emanuel.
But they can't score 2000 promotion test in under 5 months.

You will find out half of exempts should be wearing a blue shirt .
Start promoting Patrolman and Sergeants (Sergeantss) that passed test , promoted in rank order to command positions .

My view on the "Video Evidence"

WHY should we need video evidence just to prove Agg. Assault of a P.O. from a protester.
Should the same be for everybody that is charged with Agg. Assault of a P.O.
Why should the protester get more consideration?

And then shouldn't it also be that ANYONE that is being charged with Agg. Assault also need to have video evidence of the assault.

A little off of this topic. Did anyone see Fox News Sunday night at 5:30pm? The 2 hosts had the story of the 4 rug rats who beat the mentally disabled young man. Well they both ripped Kevin Duffin to shame. The question who a ranking member of a police dept could publicly said they were youths playing with this kid and would NOT say it was a hate crime. They went on and on about Kevin. If he saw this news report he himself need to resign this job and get a job at WalMart.

Someone needs to FOIA the complete merit list not just the partial list the dept previously gave out. The complete shows ALL merit promotions and would also show who has been given multiple merit promotions for different ranks. The dept DID NOT give the complete list before.
And don't let them give some bullshit about they didn't keep the records. As we all know this department keeps all records for ever, even ones they're not supposed to have any more.

im glad to see that we had a weekend with only one homicide. Its been a long time since we've had a weekend with only one murder. Good work to all the officers out there still working and still trying to do the right thing.. this kind of thing is on you guys. To the mutts and dogs out there go make your family proud by showing them how lazy you are. what a great role model you guys are for your kids. Teach your kids that you can just do to work and do nothing and expect a pay check every two weeks and live by the motto of "stay fetal" and "first and 16th". Your kids must look up to you so dearly. Oh wait, im sure you wow them with all these war stories about how your life is in danger every waking minute of every single day.. as you sit in 7-11 scamming free coffee and pop or sitting in the hole for hours at a time and working harder to dodge a job than actually just going out doing your 5 minute paper job. either way, good job boys and girls who go out and work, at least you have some pride and are able to instill a good work ethic into your children and prove to them to work hard at whatever you do and not just surrender under adversity as most of the cowards on this job do these days. they just quit and cry... yep, no wonder our kids are so soft these days.

I agree with the post that there are way too many merit spots promotees. 30%for Sergeant! Unfortunately most of those go to the politically connected or family related. 10% at the maximum should be enough and those spots should be for exemplary service. What you know not who you know. I would also suggest promoting the top 100 scorers strictly from any test lists before merit promotions are even allowed. Only one merit promotion per career! Otherwise how can we say we have the best and brightest leadership? The Supt kept saying at all the police town house meetings that the merit promotees and their sponsors will be listed on the promotion order. I didn't see that on the detectives order and am waiting to see if it happens on the Sergeant promotions. Media, ACLU , anybody. FOIA the promotions for the past decade. How many bosses are there with double and even triple merit promotions? Undeserved merit promotions are further destroying the Department from within.

I was at one of those meetings. EJ said repeatedly that he was going to post the merit picks and also who sponsored them. He said "they should be proud of being picked merit and show it". That was early 2016. Didn't show for the detectives test. Let's see about the Sgt test. What EJ should know is that.. someone is always recording.

im glad to see that we had a weekend with only one homicide. Its been a long time since we've had a weekend with only one murder. Good work to all the officers out there still working and still trying to do the right thing.. this kind of thing is on you guys. To the mutts and dogs out there go make your family proud by showing them how lazy you are. what a great role model you guys are for your kids. Teach your kids that you can just do to work and do nothing and expect a pay check every two weeks and live by the motto of "stay fetal" and "first and 16th". Your kids must look up to you so dearly. Oh wait, im sure you wow them with all these war stories about how your life is in danger every waking minute of every single day.. as you sit in 7-11 scamming free coffee and pop or sitting in the hole for hours at a time and working harder to dodge a job than actually just going out doing your 5 minute paper job. either way, good job boys and girls who go out and work, at least you have some pride and are able to instill a good work ethic into your children and prove to them to work hard at whatever you do and not just surrender under adversity as most of the cowards on this job do these days. they just quit and cry... yep, no wonder our kids are so soft these days.

Please have all the members call up Blue Cross Blue Shield and make sure they have coverage. I currently have HMO and was at the doctors office today and was refused service, stating that I currently do not have insurance. I checked the BLue Cross website and it states that my insurance was cancelled on 01Jan17.
I made no changes to my insurance plan from 2016. I called Walgreens to pick up my medication for my wife and the total for her heart medication which is normally $10 generic, was $590.00 dollars. Please SCC let the guys and girls know what is going on..........

While we're "not getting it twisted" and "keeping it real," let's steer your dumb ass in the right direction. Being forced to justify every single action we take as the police, and then having those actions nitpicked and criticized by people who have no knowledge or experience in policing or the law, and being subject to discipline, separation, indictment, lawsuits, etc., even when those actions were completely necessary and justified under the law, with bosses, citizens, state's attorneys, judges who would rather appease criminals and their worthless families than actually comply with the law and back the officers who lawfully enforce that law, what exactly do you expect the police to do? Criminals have become martyrs for an imaginary narrative involving a racist conspiracy by the white police to kill unarmed black men who supposedly weren't committing any crime, and somehow never have, despite lengthy arrest records, including ties to criminal gangs, weapons arrests, violent felonies, the vast majority of which are perpetrated upon other black men and women. Supposed members of the clergy, "community activists," the POTUS, the attorney general, the media, and various other misinformed or uninformed groups, all back this ridiculous narrative, with zero proof, all while ignoring the real problem plaguing the black community, and increasingly the rest of the population. Criminal activity, including violent attacks on the police, even murder of the police have been granted some sort of imagined legitimacy due to this false narrative. Police have become the enemy in the eyes of those too stupid to think for themselves and realize who the real enemy and criminals are, who is really out there killing black men and women and children by the thousands. People who one day call the police to arrest the horrible criminal gang member terrorizing their community immediately pick up a sign to protest when the police have to shoot that same criminal because that criminal gave the police no choice by pointing or using a weapon against the officer. So, crime isn't "seemingly out of control." Crime is literally out of control. Violent crimes and property crimes are increasing and spreading into areas with typically lower crime rates. Criminals have become emboldened and fearless. The police have been handcuffed from being able to prevent crime like they had in the past. This will all only get worse as long as this ridiculous false narrative continues to be spread. Regardless of what you see as the police "backing off," the reality is that it's all a numbers game. The more police you have on the streets, the less crime you have. The more police the criminals see, the less likely they are to commit crimes in those places. The more police you have, the more likely you are to have proactive policing. The deterrent effect of a show of force simply by having higher numbers of police patrolling is enormous. Crime typically doesn't happen while the police are right there watching, especially the most violent and damaging types of crime. So, "throwing more money" at the crime problem is the answer. Your belief that the police "backing off" is responsible for an increase in crime is unbelievably inaccurate and places the blame on the wrong people. The police are still out there working, responding to calls for service, looking for offenders of violent crimes and property crimes, protecting and serving all members of every community, to the extent that they're legally permitted to do.

At this point does it really matter? If they eliminate "merit" all together, it would stop the problem of incompetent leaders and people trying/wishing to be same. Just don't do it.

An old time Sgt. Once told me that everyone would study for the Sgt. Test and the ones that were "connected" would get a phone call that would just say what order you had to study for the "oral" part of the test. It was legit way before merit was used... they still had to know enough to at least pass the written test.

Sup. EJ & the 1st Deputy have made bold statements at their meetings about "merit" promotions coming from patrol. Well, merit interviews and in walks a lifetime inside guy Darryl Beaty (formerly of the Academy, Procedural Justice, ISR Training etc - 8 years of INSIDE JOBS FOR A GUY WITH LESS THAN 10 YEARS). PO Beaty has worked exactly 2 years on patrol and that includes his cycles plus the academy time. So I ask Sup, isn't this the exact person you said would not be given a merit spot/interview over countless officers on patrol busting their ass being the backbone of this department while Officer Beaty has worked bankers hours (M-F ; 0800-1600) for the last 8 or so years?!

Whether Beaty is smart or not, whether he is deserving or not is NOT AT ISSUE here. Whats at issue is that countless officers working midnights & afternoons are passed over for merit promotion so inside people can be put in by a civilian director - thats the opposite of what our leaders have been telling us and only deteriorates MORALE even further.

NYPD’s ‘brownie points’ app to keep track of cops’ good deeds

It used to be that when cops helped old ladies cross the street or fixed somebody’s flat, it was out of the goodness of their hearts.

But now, thanks to a new app on NYPD-issued smartphones, officers can log their good deeds and get credit toward promotions and transfers, officials said Thursday.

Yes, brownie points: There’s an app for that.

“We’re trying to measure things we didn’t measure in the past; nontraditional indicators that didn’t show up” in the old system of cop evaluations, Kevin Ward, chief of management and planning for the NYPD, said during a press briefing at One Police Plaza.

The new app will let cops log not only their arrests and summonses, but their on-the-job kindly acts, as when transit Officer Frank Rendina bought $18 compression socks for a needy homeless man, Ron Brown, at Grand Central station last week.

Supervisors will still need to verify the good deeds, along with arrest numbers, during each cop’s monthly evaluation, officials said.

The app will enable “a more holistic view of each officer,” Ward said, adding that previously, “It was purely by the numbers.”

“This will push the message to the officers that it’s not about the numbers,” Ward went on.

“It’s about the quality of these other things that are difficult to measure day to day.”

The new app has plenty of skeptics.

“Police officers don’t pat ourselves on the back,” said one police source.

“We love providing service to the community, but we don’t expect to be patted on the back for everything we do.”

Another called it “a silly gimmick.”

“There’s already a mechanism in place to pat yourself on the back — it’s called an aided card,” another police source complained, referring to the cards cops can fill out to detail officers’ interactions with people who aren’t necessarily arrested or ticketed.

“Most cops do not know they should or could fill out an aided card,” the source continued.

“By coming out with this app, [brass] are letting us know that they care about us . . . It’s just one of these feel-good things.”

Show where every one of those people 'from patrol' was three months before the promotions and six months before the promotions. How many times have we seen the clout babies suddenly moved to patrol immediately before promotions, so they can look more legit?
