Rookies? No Kidding? (UPDATE)

  • Faced with a surge in killings and a breakdown of trust in law enforcement, the Chicago Police Department is sending its least experienced cops to neighborhoods that see the most violence.

    The six police districts with the highest total of murders and shootings this year have the most rookie officers, a Chicago Sun-Times analysis of police deployment data found.

    Those districts — all of them on the South Side or the West Side — also have some of the least experienced supervisors, on average.
Yeah, because as soon as you get this little thing called "seniority," you tend to want to get out of the crappiest neighborhoods (i.e. high crime) and head to someplace that actually appreciates the police. Where you aren't subject to taunts, spit and solving the problems of people (or folks) who refuse to take responsibility for their lot in life.

Certain aldercreatures feel like they have to force veterans to work where they don't want to be and are going to be pushing for that when the Contract expires, which will make a happy and productive workforce - just like when they let the ACLU and #blm run things.

We'd think about doing it for an extra $20,000. And after we got the suitcase full of money to think about it, we'd probably still say no. But it'll cost them $20,000 to hear us say it.

UPDATE: Someone in the comment section had a good point/idea - why doesn't the City experiment with moving the veteran teachers back to places like "Fenger, Kelvyn Park, Bowen, Bogan, Douglass, Tilden, CVS, VOISE"? After all, the children are our most important resource, right? And they deserve to be taught by the most experienced teachers so that they can be successful astronauts and physicists and doctors, right?

This sounds like a great idea, and it's all "for the children," so Rahm can get behind it and feel he's still supporting the Hillary Agenda.

There are still plenty of officers with time on the job in the ghetto. Several of my classmates are still in the ghetto. They get days, great furlos and don't mind the drama. Not to mention that the ghetto districts have upwards of 300 po's assigned to them. We're still under 200 and I don't now who several of those names are that work here. The district I work in has openings for 2nd watch on bid if you have around 20 years on the job. Why would I want to work in the Duece when I can work 3 or 4 miles from home? There are under 15 people killed where I work for the year. 016 has 2. 20 has either 1 or 2. Does 019 even have 1? Yup, I want to go work where there are 2 or 3 homicides per week, sure do, I mean, what could go wrong? Oh I know, I might get involved in a shooting and then I can find out first hand just how even handed Kim "Cabrini" Foxx is for the police. I mean, I read posts here from people who say how great she is.

Oh yeah ipenings in even busy districts ??? 11 has had like 2 openings in the past year and is now stocked with people with less than 5 years on ! Some people just want to move to a district closer to home in most cases but still want to enjoy the perks of having a little bit of seniority in a shitty district !

Maybe the aldercreatures should give up their bump in pay for chairing committees to help the city get out of its financial hole? I'm thinking they won't. But until then, seniority rules. I learned decades ago, as did others, when the city couldn't be trusted to treat its employees fairly, that the only recourse to bullshit from supervisors and the city was a contract. The demorats are so concerned about collective bargaining by workers and gov employees when wanting to win votes, but when the membership abides by the contract suddenly the membership is selfish, not thinking of the greater good.

The shooting in 004 with that asshole in the stolen car who almost hit the PO getting out of his squad... Those POs had about 3 years on the job... In the end I bet all 3 of those POs are toast, just add butter. This is what the department does, send the least qualified and rolls the dice. These dumb ass white shirts have been doing this for ages, and in the end, don't blame the PPO; this is what is handed to them, and it's very unfortunate for the majority of them. Any one tells me they are looking to get hired, I tell them go FED LEO.

I'm almost 50 years old with 26 years on. I don't run after anyone. The thought of running tightens my back up to almost needing to hitting the medical. The reason is injuries, from past car accidents, active resistors working, while carrying 20-25 extra pounds of crap 9 - 10 hours a day. The body just isn't meant for it. Went me to go back to the crappiest hood? No problem. But don't get upset with back logs and offenders that run away not being arrested. Also the fact that I'm melanin deficient prevents me from being promoted for being NOBLE.

Do I have to teach these clowns how it's done? You offer time in a half. You then have the rookie exchange districts with the veteran. It may even have to be double time. You can balance the years in 3 periods.Your problem will still be a system that is too liberal on prosecuting criminals and focused on indicting police for simply doing their jobs.

Why not make all the veteran CPS teachers and counselors go to schools in bad neighborhoods and underperforming schools as well. Do you really think CPS teachers and counselors working at Lane, Taft, Whitney Young, Northside Prep, Von Steuben, and Payton would still be working for CPS if they were sent to Fenger, Kelvyn Park, Bowen, Bogan, Douglass, Tilden, CVS, VOISE?

The difference here is veteran POs to do their time in shit neighborhoods and then move to somewhere less dangerous later in their careers. Newbie CPS teachers cherry pick the good schools and avoid the shithole CPS schools. And, those who choose to work in shitholes don't make it pass their 2nd and 3rd years, that's if they make it pass their first week of year 1.

A huge problem for the Dept. is that it has never had a seriously put together tightly managed Field Training Officer program.
Many of the people these young, impressionable rookies get placed with for field training are people I wouldn't trust to house
sit my cactus plant. I hear that Granny Clampett is in charge of overhauling our FTO program; maybe she can come up with
one that we can all support.

Competence is not the issue. Rahm and his Police Command Staff realize that younger officers, are Young, Dumb and full of Cum, so they will follow instructions and take risks Senior Officers would reject. If they think forcing Senior officers into the Hood is going to reduce crime, they are in for a Rude Surprise, because the Senior Officers will lay down like the dogs they will become. The ACLU and DOJ have destroyed Proactive Policing for at least a generation. Perhaps longer, if we begin to Gate Communities as is the case in other parts of the nation. In addition if the City initiates a type of Hazardous Duty Bonus, it will produce another issue, and that is: Should this experience be considered more valuable at time of selection for promotion? Will this be a green light to raise insurance premiums in these areas? Will this Absolutely discourage any form of private development in these area? Next to bringing in the ACLU; breaking Seniority could be another major error for the Tough Putz from Wilmette. Baby"G"

OT But a rookie move anyway. I recently came across a YouTube video created by a po LC from 11 third watch. It was filmed by him while working the world series. In the video you clearly see another po asking him not to record him and telling him that he doesn't want the video on any kind of social media. What does,this putz do? He posts it on,YouTube. After watching it I noticed that LC has posted several dozen videos on YouTube. Some in uniform, some not. The stupidest video is of him recording himself screaming into the camera that the cubs won. Talk about someone who loves attention!! Haven't people learned yet not to put themselves out there like that? It's one thing if you want to be famous but when you have someone telling you not to record them and you still do, dick move

They tried to change things on the cheap hoping older officers would bid off of days for better furloughs to work with officers on third and first watch. That obviously didn't change much.

The $20,000 probably isn't enough for me to bid to a high crime area. A longer commute, increased possibility of being involved in a shooting, being sued, and a more difficult/frustrating workday that I'm sure will inevitably show up at home wouldn't make 20,000 anywhere near evough. I think you need to be near $35,000-$40,000 to start the conversation.

Here is an idea.... Give people more money to work in these districts. I can GUARANTEE you will have people with time on who will do it for the money. It will be the same people who work VRI. I have nothing against it. It just isn't for me. If too many people sign up, they can make it like VRI and base it on seniority to start. Some people will do anything for the money.

Many contracts ago the FOP under Donahue said that the city made a deal that officers who put 5 year in in those same districts would be promoted with merit or allowed to go into clouted units.

And nothing! Nobody promoted nobody on the FLOP board causing a stir.(HELL most of the BOARD is in units)

So if it is really that important to the city lets negotiate. DEAN has a degree or two have him come up with something for the hard working patrol officers.
BONUS MONEY..higher wages for certain districts.

RAHM forget all that bullshit about senior officer wanting to work in specialized units.

1 more thing ANGELO don't negotiate for equipment ever again! It shows how little skill you have in dealing with the City.

Exactly, management will never figure out that to have well rounded experienced officer they should spend at least 1 year street time with veteran officers in a busy district ! Regardless weather they won an award in the academy or were a class commander, after the year period they would then get to go where they selected ! All of this is the trickle effect from the foot patrol B.S also !

014 got 4 PPO's and lost 13 PPO's when their details were cancelled. That's -9 more. Luckily not a lot of shootings in 014 anymore but the gentrification has created multiple entertainment areas where real taxpayers go to eat and drink and then become victims of the element

Better equipment? You must mean equipment that's only outdated by 5 years as opposed to the 10 years plus of most of our current equipment.
More time off? If you take a veteran officer and force them against their will to work in the ghetto they'll hit the medical much more frequently and there's that extra time off.

I was lucky to have been assigned to a central district off probation which isn't too great but at least the whole district isn't a piece of shit.that being said I still want to get the hell out of the ghetto and move to a north side district. I've already been involved in way too many instances that could have ended real badly and now isn't the time to be a proactive cop.

Just gave a FTO test on Saturday and a lot of people in my district with less then 4 years took it. The new teaching the new. Secondly, why did department change the rules were ppo's must work with a FTO? Many times I've seen a FTO call in and the ppo sits at the desk. Why not put them with a veteran officer instead of sitting on desk? Thirdly, a lot of ppo's work street for 3 months then went to impact zones or foot patrol. Then they sent to busy districts with no experience. The department bosses, and they alone, have set the new recruits up for failure. Write about that Main, Novak, Fusco instead of blaming the contract. Or did Rahm tell you not to attack his bosses and go after the young people willing to do a job that you know you can't do?

Another suggestion is to require the Alercritters to conduct all business in these less desirable areas, or they don't get paid.

I have a feeling that such a policy would result in a surge in calls for "enforcement of the law" among the well paid "representatives" of the people.

Why not put them with a veteran officer instead of sitting on desk? Thirdly, a lot of ppo's work street for 3 months then went to impact zones or foot patrol. Then they sent to busy districts with no experience. The department bosses, and they alone, have set the new recruits up for failure. Write about that Main, Novak, Fusco instead of blaming the contract.

Can't put them with a veteran officer. City won't pay out of grade. So they sit at the end of the desk playing on their phone all day. Can't make anyone but an FTO show them anything - that would be out of grade. Our PPOs sometimes ride around with a sergeant, that way they know where all the Dunkins are and how to congregate with other supervisors for the first half of the tour.

Impact zones and foot patrol. Yup, another big problem. Years ago (20+)worked with someone just off of being a PPO, who had been on a 'skip' (Street crime impact program) car. They used to roll from in progress to in progress - never did paper.. Couldn't figure how to do an auto theft report.

They come up with new acronyms for the same problems that have yet to be solved.
Impact zone, PEZ, SKIP car, SNIP car, sector car, umbrella car, pool car, flivver whatever...

I agree. You go to a slow district and it's all dogs and guys who talk tough about putting in their time in Harrison and don't do anything anymore. The problem with that is the might have worked a ghetto district in the past but they never did a thing in that district. You get s good group of life long engleeood rangers or guys from Harrison together on a watch and you are gonna see good police work and a lot of good laughs. Meanwhile the lifelong dog who did nothing in 011 for his career except sleep and dodge jobs talks a big game and is "disgruntled" about this job and city. Pleeaseee, how can you be disgruntled at this job when you've never been rung through the ringer a few times.. I'm not talking just about CR numbers, I mean really worried about serious stiff. Most those former fast district disgruntled guys don't know a thing about that because they never did s thing.. they just drove around a fast district living off everyone else's work and experience.

Wanna get rid of shitty merit sgts. Make FTO experience part of merit requirement. Important deterrent for sgt.

Many contracts ago the FOP under Donahue said that the city made a deal that officers who put 5 year in in those same districts would be promoted with merit or allowed to go into clouted units.

And nothing! Nobody promoted nobody on the FLOP board causing a stir.(HELL most of the BOARD is in units)

So if it is really that important to the city lets negotiate. DEAN has a degree or two have him come up with something for the hard working patrol officers.
BONUS MONEY..higher wages for certain districts.

RAHM forget all that bullshit about senior officer wanting to work in specialized units.

1 more thing ANGELO don't negotiate for equipment ever again! It shows how little skill you have in dealing with the City.

Go to PK's Facebook page and you him 24/7 on camera with fake poses. PK's on there with other POs when the cops won an when he played football with some of the neighborhood boys which go it put on TV and in the paper. PK's not on the job over 2 years and he's in law school already. He's a riser, watch out for him. PK said he seen battle in the Army, that's BS as he followed a priest around making routine visits and was in the reserves. PK hasn't seen a camera he doesn't like.

What it really does do well is prevent people from coming downtown to enjoy themselves and spend their money either in stores or restaurants. Businesses find they are loosing money and leave. Others just go bankrupt. Our tax base disappears and the city falls.


But hey, we can really feel good about ourselves riding those clean energy bikes in 20 below weather. Stupid, just stupid.
