This is Farcical

Instead of actually canvassing the area, IPRA pulls this rabbit out of their collective asses:


IPRA can't be bothered to do an actual investigation at the scene, contemporaneous with the events, but rather solicits any information from passersby who might happen to see a flyer posted in the neighborhood.

We guess they didn't want to get wet in the rain.

UPDATE: Aren't there some sort of ordinances about "Post no Bills"? Perhaps a few ANOV's for the "investigators" might be in order.

IPRA I happened to be passing that area on August 15, 1812. There were soldiers and Indians shooting in both directions. I am sorry but I got there after it started so I am unable to say who started it.

IPRA will get thousands of eye witnesses to each shooting when they post shit like this at the scene of shootings. IPRA won't know what to do after contacting and taking statements from the thousand of witnesses to each shooting in their attempt to sort things out from behind a desk instead of on the street at the time of the shooting.

Great comment on the empty CTA bus handled an accident several years ago,bus accident 0230hrs. Bus driver statement indicated one passenger on the bus. Next thing you know people standing around saying they were injured on the bus and they sued the CTA. The Legal Dept. of the CTA reviewed the bus video and there was ONE person on the bus. When I said now they go after the alleged injured for a false claim the response from the CTA lawyer was priceless."We don't go after anyone for false claims they were just playing the game."

This was negotiated with the knowledge of the FOP. If Dean says otherwise, he's mistaken. Nobody, including the ISP, wanted anything to do with Chicago's shootings.

I suspect that when IPRA is reconstituted, the statute will have to be changed.

Finally, don't forget that Sharon Fairley - the head of IPRA - is trying to both save her job and to make a name for herself as part of the Rahm police reform effort.

Ambushing Potawatomi slaughtered and scalped 12 children, two women and all 12 civilian males who were evacuating from the Fort. The surviving seven women and six children were enslaved, most died in captivity.

Out of 56 soldiers, 19 were killed during the ambush and seven more murdered after they surrendered. Survivors shared the civilians' fate.

Makes perfect sense. They concluded their investigation and found that law enforcement acted correctly. They did not like the outcome of their owne investigation therefore they seek out additional civilians to interview who may or may not be have an axe to grind to reach a different, better, predetermined, concluding that they want. That law enforcement is racist

The officers involved should consider litigation against IPRA in the event any "witnesses" come forward based upon this flyer. Because any one with a gripe or that has it "out for the police" will respond to bear false witness and muddy the investigation. All it takes is one "witness" to come forward in front of the media to say the officers shot him while he was holding his cell phone and planted the weapon on him afterwards.

For those of you officers that aren’t acquainted with Sharon UnFairley Rogers, here’s a little background information on her
Unfairley was previously married to, and divorced from, multimillionaire John Rogers. Rogers was previously married to Desiree Rogers,previously from the Illinois Lottery and Obama administration.
John Rogers is the CEO manager of Ariel Capital Management. It’s possible he manages fund for the city’s pension and deferred compensation, but I’m not sure.
Roger mother was Jewel Lafontant Rogers, the first African American female graduate of the University of Chicago Law School. She held a cabinet post in President Reagan’s administration
His father was a cook county judge, and a former WW2 fighter pilot.
By all accounts, John Rogers is a decent sort. UnFairley Rogers, his ex, well that’s a different story.
Despite her Ivy league degrees, she had to be clouted into the US Attorney’s Office, where she didn’t last too long.
She landed up in the Chicago’s Inspector General office, where after covering up, and botching, a major investigation, she was sent to IPRA.
There’s unconfirmed speculation as to how she got the IG and IPRA jobs-possibly due to clout or “ the Chicago way”
UnFairley has failed at all of her previous assignments. She is pushing to save IPRA to validate herself.
In doing so, officers rights and due process will be trampled on. She will do whatever it taks to show
That she can succeed at IPRA, so as to line up a political position or judgeship down the road.

To poster 7/23/16 - 0900AM. Fly on the Wall: You are correct, SB1304 does in fact state IPRA as the agency that is responsible to investigate Chicago Police Department shooting. I am glad that someone has read the Senate Bill. There have been many wrong posts regarding this issue. AS far as Chief Administrator Sharon Farley trying to keep her job, you are so wrong on this. Her job is safe. SHE TAKES HER MARCHING ORDERS FROM THE MAYOR'S OFFICE. Handing out flyers and posting of flyers are only the beginning. Rumor has it that there are going to be public service announcements on "Urban Radio Stations" coming soon. As far as recent changed classifications of 2 Police Shootings you should realize that this could be a potential problem for the city. You have to understand IPRA procedure: All Police Involved shootings are automatically sent to the Cook County States Attorneys Office for their review and investigation. The CCSAO then investigates the shootings. If the CCSAO Investigations clears the Officer then where does this leave the changed IPRA classification. Second, if there are any Department charges against the Officer, the original case file is DISCOVER-ABLE AND MUST BE TURNED OVER TO THE ACCUSED OFFICER. The IPRA Investigator, his/her immediate supervisor, the deputies under the Chief, and the Chief herself has to explain WHY THEY CHANGED THE RESULTS OF THE ORIGINAL INVESTIGATION. If I am not mistaken, one of the reversed cases, Chief Farley stated that the original shooting itself was justifiable. A motor vehicle was being used as a weapon against the involved Officers. However, the threat had passed (the motor vehicle) but the Officer(s) fired at the passing vehicle when it was no longer a threat to the Officers. This case is going to be a test for Rahm and Farley. IPRA must explain why it changed it's original investigation from justified to not being justified. Just as in the Detective Division, a IPRA Investigator must turn in his/her all notes generated. Here lies the key: If the Investigator's notes are accurate and that can be verified, then IPRA is going to have a difficult time justifying the change.

This park is surrounded by $800k townhouses and $500k condos. We love the police and welcome their presence. This is area is not exactly "hood".
