Testing "Scandal"

Heaven forbid the media cover 117 people shot last week. Instead, let's focus on people passing a civil service test:
  • Despite decades of legal battles and special efforts to increase the number of minorities and women promoted to high-ranking jobs in the Chicago Police Department, white men have gotten more than half of those promotions since 2006.

    White men got more than 61 percent of the 913 promotions that were based strictly on test scores to fill the positions of detective, sergeant or lieutenant over the past 10 years, department records obtained by the Chicago Sun-Times show.

    During the same period, police superintendents also filled 396 detective, sergeant, lieutenant and captain slots with so-called merit promotions — a system Mayor Richard M. Daley created two decades ago to promote more minorities and women. And white men got 40 percent of those promotions, more than any other racial or gender group, the records show.
Well gee, that would be blamed on who again? Oh yeah - the politicians putting their people in for promotion, not the fault of guys and girls of whatever ethnicity preparing, studying and passing a test.

Here's some interesting information that no one has ever heard before though:
  • Fourteen black women have been promoted to lieutenant over the past 10 years, including three promoted this year based on test scores. Those three women — including Johnson’s fiancee Nakia Fenner — took part in a study group that is the focus of an investigation by City Hall Inspector General Joseph Ferguson after someone accused the women of cheating. The other women are Lt. Davina Ward and Lt. Maryet Hall, whose husband Al Wysinger is retired from the department’s No. 2 post — first deputy superintendent.
Imagine that - who needs "merit" when you can just cheat your way to the top of the list? How about the media concentrate on that a little bit more since the "merit" people (multiple "merit" in many cases) are the ones driving the Department into the ground.

Obviously this whole story was fed to the media by Rahm and Co. to generate sympathy for the cheaters. How could we possibly deny them their promotion when the system is so rigged to favor white men????
Maybe, just maybe whites do better because the city is more selective in recruiting them? We never hear about special efforts having to be made to get more white people to join the police force. Plus, most of the white guys I've run into on this job went to private schools or very good public schools.

The Novak article in the Sun-Times re White Cops getting promotions is lower than scum...its vile, it trying to incite, its inflating antagonistic situations...we are thoroughly disgusted with Novak...from previous investigative reporting we figured he had some scruples--a principled journalist...not any longer...and the photo of a White Officer in a short blue shirtsleeve that showed his White forearm was dirty as it can get. Why is Novak such an angry dude? What did White persons do to him? The same questions should be asked it it were Minority Officers he was showcasing. What is he trying to do??...make folks flee....stimulate a riot, have more murders...is he hoping for more folks in blood? Stop buying the Scumbag ST. Call the editor, call Novak, call city hall, call the alderman, call Madigan, call Burke. Call 311. Keep it up. Let voices ring out (and also tell them to stop the covert crap they call a Lucas Museum)...we can't afford this crap.

"white" just doesn't seem accurate to cover a multitude of different backgrounds that simply are not the same. Polish, Irish, German, Italian, Russian, and so on... they are all different. Or, maybe they all might as well be the same nowadays because they stopped being anything but American.

I'm not white, but I am American, that's all I care to be known as even if I'm proud of my Mexican heritage. Why? Because American is best.

Look at those on the Merit list, now retired making over eighty grand and now employed by Cook County as States Attorneys investigators or other jobs with government pensions. Why didnt the media cross reference the merit names through all government agencies. We do not have a Media here in Chicago, a merit lt takes home 88 grand, a merit sgt 80 to 84. Now after stealing a promotion or two their blessed with another government job..

Look at Waller made merit twice then promotes merit people. How come they left out the original list, Gorman and Graeber never passed an examination, but recieved three promotions each and now work for other government agencies.


Fat Phils promotees should be listed main stream media, just connect the dots with some of the recent coruption. Patronage hacks not policemen.

Its impossible for the test ranking to be fair when you have groups of people that have the exam before hand and im not talking about this recent scandal. "Minorities" dont test well...yeah right. The numbers dont lie...something is wrong with the teating system when you look at those number without personal feelings and bias. This exam scam has been going on for far too long. I guess merit is the only way to even the playing field until openess and fairness is given to all not just those in circles from certain neighborhoods and pub hangouts.

Put all the MULTIPLE merit promoters in a pile and find their clout. I don't know of one person or the person's acts that could possibly have earned them three to five merit promotions.

What kind of John Wayne heroes are these people.

Does one get merit promotions for sexually intimidating subordinates.....only here are CPD.

Does one get a merit promotion for for assaulting/ battering a tender age child with pellet or sand style soap being forced into their mouth.....only here at CPD.

Does one get a merit promotion for having subordinates write security plans for major district events then whiteout the author's name and put their own name on the plan......only in CPD.

These super hero phonies should all be called out. These acts are crimes and criminals should not lead. Get that Eddie, you and your multiple merit hacks. You didn't earn the positions and you don't earn the respect.

If you read between the lines you will see how this Department merit promotes command staff.

look at how the former or current command staff nominates the candidates.
and then look at these current or former command staff and see how poorly
they managed the Department during their time in rank.

now look at the newly promoted commanders and how they carry on the
bad management in their own rank.

we all remember Kirby, she promoted Calloway, West. And you can see how or why
they were merit promotions.

Now you see how and why this department is in the state it is.
merit must be dropped. If anyone out there thinks West, Calloway or Kirby
were the best tools for the job you must be blind or dead.

Education, never trumps experience on the street.

Let's also look at the actual police work the merit people have done. White and black, then pass judgement. You can make stats sound whichever way you want by focusing on whichever aspect helps your argument. But let's look at the total picture of the person. But the one main thing I see is that it was statistically impossible for these 3 female lieutenants to score well enough be promoted, to be in the top ten was an act of God or cheating. Let's see if political correctness will allow these cheaters to remain or if anything will actually be done about it. Gene, I am glad you ended your career showing everyone the kind of person you were. A racist to the core with no honor or integrity. Enjoy the pension you don't deserve with all the promotions you also didn't deserve. Racial based promotions have to stop. Make everyone pass at least one test, without cheating.

They Sun Times credits Dick Daley with creating the merit process in order to increase the number of minorities/women that are promoted, but what is the definition of "merit"?

Is it when they promote someone who's a good copper, based on his/her performance, or is it when they promote someone based on their race or gender?

Where is the "merit" in your race/gender? You were born that way, right?

Perhaps it's time to make promotions via a lottery. Establish time on the job/time in grade requirements and have those desiring promotion throw a ping pong ball with their star number on it into the hopper. Lucky winners get promoted.

Then let their peers/subordinates evaluate them for job suitability for two years. If you don't make the cut under peer review, you are returned to your previous rank.

Cheating on the exams has been a fact of life way before Blacks even started entering the exempt ranks and before women gained any appreciable numbers on the department. So let's not start acting like it all started with NOBLE. Hate to break the bad news to you guys but there has never been a "Fair" exam. And a lot of guys/gals who are charismatic and have the ability to lead organizations unfortunately are not that great at taking standardized exams. I have a Masters Degree from Lewis University and a B.A. from Chicago State so stop bitching and get a mentor. That's the only thing I regret is that I was too hard headed to get a mentor but at least the city paid for both my degrees.

Many are waiting patiently for the IG to finish their investigation. We know for a fact that those 3 chicks cheated and several more from IAD joined them. We can only hope and pray that the IG bring out all the facts and all those involved including the retire deputies are held accountable. Make the test too hard and white people pass. Make the test too easy and white people pass. Oh, CFD has solution, have blacks develop a test geared towards more blacks and minorities passing test. Oh, guess what happens? More white people passed the test, fewer blacks and minorities demographics passing. Result, law suit by blacks and minorities claiming racial bias of the test and city pays out. What's t he point of having a test if standards can't be met whether the standards are high, medium, or low; for the same people will not pass the test. Whose fault is it that blacks and minorities don't, as a whole, score as well as whites? How much of a leg up or compensation is needed to rectify a societal issue that society does not want to admit exists or wants to truly rectify? When you are having your taxes done by an accountant you wants three things: 1. you expect the account can read, 2. the accountant can count past 10 and know how to use a computer after running out of fingers and toes, and 3. understand the tax code so that you can get every possible deduction. What you don't want in an accountant is someone who was passed because the 'right demographic' was needed for the graduating class, so as not to be accused of racial discrimination and now the accountant doesn't know his/her ass from a hole in the ground. The same goes for CPD and CFD, nurses and doctors, - first responders -. You want the best. But the city is continuing the mantra from the Daley administration, 'Excellence through diversity' to hell how smart someone is, as long as the list smells right.

In addition to their merit promotions, these hacks are gifted unit spots where perks like unlimited overtime, take home cars, duck days etc etc. are the norm.

Look at that merit Lt. promotion list. Most of those bitches are sitting pretty in a unit. The Lt's who were promoted by score rot away in a district. The merit Lt.'s are pretty much guaranteed a gold star eventually. Why?

So, Who needs a Merit Scholarship to attain rank in CPD?
The person who scores well, with certain demographics.
Flunkies seem to get the Kings share of special needs spots and hardly spend time in patrol. They're special.
What's more fitting for a dysfunctional department than a triple merit - triple minority whose learning disability keeps holding the back...until now.
There would not be many Captains if there were a test.
Ed the Head is not the sharpest tool in the drawer but it doesn't matter to Rahm.
Ed the Head paid his dues to somebody other than the Department.
Putting a merit hack in a position they can't handle only makes matters worse, but these days who will notice...right?

I know idiots that went to private school. I went to a public elementary school and High school. I have been promoted twice off of the list and have never ranked over 150. I have never been given any test answers. But I do know somehow miraculously people in certain study groups and I am not talking about Williams always got promoted by being in the top ten after they worked under certain bosses. Molly, Mauer, Cline, Roberts, Risley. Those bosses are responsible for 100s of stolen promotions and Williams should go to Jail. U motherF***** are crazy or EXTREMELY BIAS TO WHO GOT PROMOTED (RACIAL)

This merit system as much as any other type of city corruption has been sowing for decades what the citizens and politicians are reaping this summer.

Our police department has hardly a truly knowledgable leader left on payroll. Remember that 3 out of every 10 detectives, sergeants and lieutenants are merit and that all captains and above are just political appointees and nothing more. We have very few that are actually knowledgable bosses, the rest are garbage. Clouted hacks that have gotten multiple merit promotions then return the favor by promoting other incompetent merit hacks. All this political circle jerking has resulted in the current day CPD. And let's remember these merit hacks are the ones in positions where they are setting policy and making the decisions that have all but destroyed the CPD's effectiveness.

Whether Black, white (Irish, Polish, Italian, Jewish, or whatever), Hispanic or whatever, every group out there has their politically connected people getting the merit spots and the cushy specialized assignments on this department. They would like us to believe they were promoted or got their assignment because they are so smart but in truth most are fucking idiots.

This system is responsible for our current predicament and it really should be no surprise.

I've heard people excuse away the current exam scam as sour grapes after the whites had control of the secret groups for years and years. I still call bullshit because what we're talking about here are small select groups. I thought it was dirty when Mauer and the Greeks were doing it, and I still think it's dirty no matter what clique is trying to get away with it.

I understand 'the culture' just fine. My white dad's best friend was black and our families did everything together. Their house was middle-class, clean and smelled like good food and hair product and windex and a little like their well-behaved dog. Our house smelled and looked pretty much the same. Everyone shared the same values - hard work, responsibility, get to school every day and bring home good grades, not having kids til after marriage, behaving like young adults and not like banshees...
making your parents proud, whichever generation you inhabited.

The culture Pat Hill (and I know her well) speaks of is something that IS alien to me. I don't understand not doing the dishes but once a week, watching roaches migrate in and out of bacon grease in the pan on the stove. I don't understand babies, loads of babies, running through apartments without diapers on, rolling in their own feces on mattresses tossed randomly on the floor in various rooms. I can't relate to no food in the fridge, but a sixty-inch tv in two different rooms in the house. I can't imagine sitting home and waiting for the freebie direct deposit to hit every month and not having a PURPOSE to my life.

I don't understand settling petty arguments with box cutters and guns, or 'aunties' who supply twelve year olds with those weapons. I don't relate to that, Pat. But I have always put my inability to relate aside and I've made every effort to be fair and to enforce the law and to be a role model for anyone watching me and how I live my life.

Why do I have to 'relate'? Why doesn't 'the culture' learn to obey the law, show respect for authority, study hard to learn how to get ahead in life and be responsible for their own actions? Why isn't THAT required, Pat?

Its impossible for the test ranking to be fair when you have groups of people that have the exam before hand and im not talking about this recent scandal. "Minorities" dont test well...yeah right. The numbers dont lie...something is wrong with the teating system when you look at those number without personal feelings and bias. This exam scam has been going on for far too long. I guess merit is the only way to even the playing field until openess and fairness is given to all not just those in circles from certain neighborhoods and pub hangouts.

Why does everyone feel that scoring well on a test means you deserve a promotion? More than half of these yahoo's that scored well where DOGS on this job. What a disgrace this dept. is. Show me what you have done on this job not one test score. I would take a merit guy who did the job over a dog ass test taker as a boss any day. Now all we have to do is fix the merit system, ya right. No hope on this job.

Luv Leo - 3 times merit, Salemme 2 times merit, Cline 2 time merit,, Geroges & Kennedy had the test, O Neill merit 2 pensions. The list goes on & on. Post it and compare race & gender. How about a test where they give you all the answers and question!

May be a good 500 questions.

Multiple choice standard stuff like what is a juvenile or how long you can go to county for a misdemeanor conviction.

Way too complicated and it would not be able to be fixed like a pencil written narrative answer.
So where did all these test go after they are graded? can the media FOIA the whole actual test to see the answer the clouted made in their own writing?

And what is the sergeants union doing? Don't forget they also wanted to endorse RAHM.

The state of this department has nothing to do with who's in charge. The state of this job has been changing for several years now, the writing has been on the wall. The very liberal forces against law enforcement in this country have been ramping up for the onslaught we now experience daily. The day officers lost the benefit of the doubt and the word of criminals reigned is truly the day the music died, so to speak; now couple that with the endless ghetto-lottery lawsuits, lack of backup from dept. brass and local politicians, who show their obvious anti-police bias at every opportunity, and magnanimous new red tape-like rules and regs which handcuff and frustrate the rank and file and you have the resulting almost complete shutdown of pro activity on this job. I dont care who's in charge, there isn't anyone who can motivate people to be proactive again, there's no future in it except the unemployment line or prison, or both. Stay fetal my friends.

Cheating on the exams has been a fact of life way before Blacks even started entering the exempt ranks and before women gained any appreciable numbers on the department. So let's not start acting like it all started with NOBLE. Hate to break the bad news to you guys but there has never been a "Fair" exam. And a lot of guys/gals who are charismatic and have the ability to lead organizations unfortunately are not that great at taking standardized exams. I have a Masters Degree from Lewis University and a B.A. from Chicago State so stop bitching and get a mentor. That's the only thing I regret is that I was too hard headed to get a mentor but at least the city paid for both my degrees.

I understand 'the culture' just fine. My white dad's best friend was black and our families did everything together. Their house was middle-class, clean and smelled like good food and hair product and windex and a little like their well-behaved dog. Our house smelled and looked pretty much the same. Everyone shared the same values - hard work, responsibility, get to school every day and bring home good grades, not having kids til after marriage, behaving like young adults and not like banshees...
making your parents proud, whichever generation you inhabited.

The culture Pat Hill (and I know her well) speaks of is something that IS alien to me. I don't understand not doing the dishes but once a week, watching roaches migrate in and out of bacon grease in the pan on the stove. I don't understand babies, loads of babies, running through apartments without diapers on, rolling in their own feces on mattresses tossed randomly on the floor in various rooms. I can't relate to no food in the fridge, but a sixty-inch tv in two different rooms in the house. I can't imagine sitting home and waiting for the freebie direct deposit to hit every month and not having a PURPOSE to my life.

I don't understand settling petty arguments with box cutters and guns, or 'aunties' who supply twelve year olds with those weapons. I don't relate to that, Pat. But I have always put my inability to relate aside and I've made every effort to be fair and to enforce the law and to be a role model for anyone watching me and how I live my life.

Why do I have to 'relate'? Why doesn't 'the culture' learn to obey the law, show respect for authority, study hard to learn how to get ahead in life and be responsible for their own actions? Why isn't THAT required, Pat?

And you think a nasty home is exclusively a black thing? You've obviously never worked in the East Side/Hegewisch area of Chicago. Or Mt. Greenwood. Or in the Southern part of this country! You need to get out more, Francis.

Hey I'm still waiting for my veterans points. Nobody cared that Vietnam era vets never got their veterans points from CPD on any exam. Retired now and everyday I'm glad to be gone from the shit department, yes there was always fixed promotions, and glad to be gone from Chicago. Nice to get the check every month but truth is I wasted 31 years of my life working and accepting the CPD's bullshit.
