Incident Team Drill?

Rumors abound!
  • FYI Second and Third watch on Sunday be prepared for the District callout teams to be mobilized for the first time in 22 years. There is a plan to call out Incident teams from every district tomorrow for the Gay Pride Parade, both as a test and to cover manpower needs if things go up for grabs, as usual. Last time they tested this was 1993, I was there when everyone was called to Soldier Field. Last unit got there 3 hours after the callout.....
Actually, they did this more recently - maybe 6 years ago? And they did another drill with just the tactical teams as recently as two years ago.

The thing is, this should be done monthly - one month midnights, one month days, one month afternoons. And it should be done in different day off groups to expose the maximum number of officers to what an Incident Team Call Out entails. That way every watch has a quarterly drill. And it should be at different locations - Soldier Field, Midway, O'Hare, Jackson Park - that would give the brass a feel for how long it takes people from 016 to get south or 005 to get to Soldier Field.

But that would actually make sense, so don't look for it to happen. Someone would probably wreck on the way and the bean-counters would put an end to the training.

We have no city-wide unit anymore to handle something bad - mass shooter incident, police shooting, riot, protests, etc. The Districts are on their own until reinforcements arrive, and based on the lack of actual data and zero training, it'll be hours before someone gets there.

All p/os need monthly tactical and incident training. Incident call outs and roll calls for ALL tactical/gang/sat/blah blah blah units should be monthly. A plan and contingency plan implemented. And get another fucking city wide unit, you dumb mother fuckers. That was the best use of resources the city used. A couple hundred officers where you need them, when you need them. But, make sure they are trained and informed. You fucking bossholes

Let's face it, there is NO real leadership in CPD. Most - if not ALL - those in leadership positions have no business in being there.

Your suggestions are good, SCC - but how come you're not "up there"?

Too many wrong promotions over the years and that is going to be the undoing of the department if - no, make that when - the defecation hits the oscillation.

REAL leaders are not wanted. They scare those who are incompetent and in charge.

As far as training goes, this department is a JOKE. I've been around a little bit and have seen other departments and what they have as far as equipment and training. Let me tell you if the shit ever hits the fan we are in trouble. Maybe when we are taken over by the Fed's things will change, maybe.

Training has the absolute lowest priority in this department. Under Mccarthy inservice training stopped and the department relied on 10 minute videos that no one watched. The DOJ teams were shocked about the attitude the command staff has on training. Mccarthy really left this department in bad shape with a incompetent command staff that has one strategy to address crime; ISR. No inservice training and no organized team of officers to respond to incidents. We always had a team until Mccarthy. Now we have the summer mobile force of forced volunteers and no organization. Tact teams made up of reverse seniority officers. Merit promoted leaders. Sad.

A few years back, when the tact teams were training for NATO, the trainers brought in all of this fancy new riot gear and told the tact officers that they were getting this new, highly protective gear from "federal funds" which never happened. The mayor decided that using the funds for something other than officer safety was more important. He is a fucking joke!

I personally have faith in our individual police officers. When District Commander was shot in 007 the unofficial response was phenomenal. I was not one bit surprised at the presence of POs from across the city and we were there within minutes. The problem is the shitty will not spend the time or money to keep the department trained up. The city absolves themselves of training requirements by putting out bs training videos or bs elearning. Unfortunately many innocent people will continue to pay with their lives. For that I personally thank you mutt Emanuel.

We're already in a backlog half my 3rd watch tour. No cars, lots of calls, going from job to job. Now let's do a BS drill so we can have absolutely no police out there. Kind of reminds me of the Chernobyl drill. Lets stress the system to the point of breaking and see the outcome.

Why even bother calling extra officers to an unruly scene? The last time that happened officers got attacked, bosses stood around like frozen deer in the headlights, and everybody went home free of charges. Let the fools riot and pillage then send in S&S to sweep up the garbage, and cut reports for these businesses who welcomed all of it for more money.

What happens when your incident team is tied up in the district on an arrest, shooting, or just a backlog of 10 or 20 jobs? What's more important at that point? Do we just abandon the district and go handle the incident across the city, because someone couldn't plan well enough to have a sufficient number of officers already assigned to the parade or rally or protest or whatever caused the need for the incident teams to be called? We already have multiple downed cars every day, which causes a backlog. Add in a shooting or two, some ridiculous detail or mission that downs a couple more cars, and all the jobs just keep stacking up. This city needs manpower, which means hiring many more officers. Incident teams make a lot of sense when the remaining officers can actually handle the district without them. Citywide units, incident teams, impact zones, etc. don't make sense when they just deplete the manpower of already understaffed districts. If the great minds in charge of this city and department were asked how to fix a hole in a fence, they'd say you just take boards from another part of the fence to fill the hole. Here's a hint for you guys: that just creates a hole in a different place. Hire more officers and do it now. That's the ONLY solution to the problems you've created. Here's the hard part that they also can't seem to understand: You can't just hire up to whatever number you consider to be fully-staffed and then stop hiring for years. There are things called retirements, resignations, promotions, etc. that deplete that manpower over the years. You need to hire to keep pace with those things too. Crazy idea, huh?

About a hundred years ago when I was a tactical guy, I attended FBI seminars at the academy concerning HBT incidents, another concerning explosives. The Secret Service conducted classes on counterfeiting and crowd control (prior to the convention). FBI also made presentations on the influx of street gangs. DEA and USCustoms gave presentations on narcotics and ATF told us more about guns than we needed to know. The state police and FBI made presentations on interstate cargo theft. So what's happened since. Have those agencies gone out of business?

That big CPS protest and march in the spring is a perfect example. Marched all the way to bandshell for a rally and the BLM goofs led to flood LSD. 2 Tact teams and and a dozen bikes weren't and didn't stop that mess. Nagode calls for all standby tact teams to get over there from their districts; in the rain, with the already fucked up traffic. Why they weren't standing by somewhere downtown was beyond all of us there. Knowing full well ahead of time that unrest was going to happen, and once it started the numbers should have had cars heading for standby. We saw guys from 005 and they said 30 min to get there lights and sirens. That my friends is our leadership at work.

Unless I'm mistaken the ones who might train for an active shooter is the SWAT team. So on a Saturday night at 0200 the SWAT team can be mobilized how soon??? Odds are CPD might have 10 minutes tops in an active shooter situation to go in and engage that fucker in attempt to save lives. But no worries, I seen a video at roll call, I'm ready

The Swat team will get there, after packing up their personal car and driving like everyone else on the road. Why would anyone want to be in Swat? Only people in special functions who don't get paid for special skills and no take home car? If there ever is an Orlando here expect the death toll be be much much higher. Coming from the south side in my Prius, be there in a couple hours.

When I was in the Academy (1978) as soon as we were in our blues we were told we could be called out for and emergency incident. The buses would be pulled up and over two-hundred of us would get into formation with our batons and helmets.

No really an emergency but it did happen once. We were called out to go to the loop to confront the Nazis led by Frank Collin. It was a preplanned event and the city even provided up with boxed lunches. It was a heck of a day and afterwards I could say I fought Nazis like my dad did in World War II.

Now could you get two-hundred plus young officers out of the academy to gear up and go anywhere?

SCC said first month, midnights gets a date,

third month is afternoons turn.

This is probably the best bit of advice I've ever seen on the blog so you know downtown will never go for it. It's usually only only two cars and a sergeant, so your backlog impact is going to be minimal, and once a quarter to make sure you can get a hundred cops and twenty sgts to a hot scene?

That idea, such as it was from Charlie Williams, was the prevalent thought of the day. That mindset, clearly, no longer exists, due to the numerous instances of mass shootings that have occurred since Charlie Williams retired, 7 or 8 years ago. Different war, different tactics needed to fight it. The military and police agencies change tactics all the time, as conditions mandate.

I'm surprised you have made no mention of the new revised VRI order that came out regarding overtime in these "boxes". Overtime broken down into three tiers. Tier 1 being available to the in-district officers first where the boxes are located. Tier 2 to area SAT and Gang teams. then any other manpower in these boxes that are left unfilled open to Tier 3-- the rest of the PO's outside of the district based on seniority. Isn't this a flagrant violation of overtime assignment? Is the city telling us that the POs assigned to the shit districts automatically are entitled to the overtime over POs assigned to softer districts? This should be a massive FOP grievance concern.

If they are not going hire more officers, then we should not have missions, seat belt safety missions, do missing person reports for habitual missings at group homes, and give traffic accident victims the formset to complete the report if they are nor seriously hurt. Please tell me that you really don't believe this. Charlie will NOT get another pension. You have to work a minimum of 20 years at another city job to be vested. Disband gangs, narcotics and send them ALL back to the districts. Build up beat and Rapids, tac, bike and foot patrols IN DISTRICT off of them. Last time I was part of this type of exercise we had two weeks notice and limited time due on the day of the "alert."
Afterwards the boss' stood around stroking each other, then sent out a memo on the great success of the "surprise alert."

Totally off topic, but a humble request. At Christmastime, I have always believed that the blue or light blue lights surrounding a home was a statement of support for the police department. Nearly fifty years of my life, this is what I was told. I have been challenged on this in recent years and wonder if there is anyone here who knows what is true about this issue of blue Christmas lights. Personally, I would have no problem keeping them year round, but worry about ordinances that may prohibit year long usage.

Nearly fifty years of my life, this is what I was told. I have been challenged on this in recent years and wonder if there is anyone here who knows what is true about this issue of blue Christmas lights. Personally, I would have no problem keeping them year round, but worry about ordinances that may prohibit year long usage.

Blue lights at Christmas usually means you are Jewish. There is no ordinance prohibiting Christmas lights year round. Good taste and being nice to your neighbors is usually reason enough.

Yes they are and I thank them. But its still a grievance.

Please tell me that you really don't believe this. Charlie will NOT get another pension. You have to work a minimum of 20 years at another city job to be vested. You just don't take a job and work for a couple of years and get a pension. Come on, read a little and learn something instead of continuing to spout stupidity. Or isn't the lighting good enough in your mother's basement?

Before you berate me too, you might want to do a little research. There is a law that you are vested in any pension that you are in for 10 (ten) years or more.

You only need 10 years to be vested. You need 20 years to get 50%, but only 10 years to be vested. If you leave after 10 years you will get a 20% pension. 20 % of a six figure salary is still pretty good.

Many are posting about swat readiness! the truth is even in the suburbs swat team guys if they don't have take home vehicles they at least have police equipment that the villages pay for on their personal vehicles, when you need these people you realize the stupidity of them not being able to maneuver quickly to a scene! No I'm not swat, but help with the vehicle distribution, we give out so many cars to desk dollies "friends of teh boss" the head of police finance Wilson, City treasurer,city clerk some alderman, all the narcotics people, vice every boss or so called boss, most are police spec with extra radios lights sirens etc... Yet we cannot give these people vehicles? We have how many "front-line" loaner vehicles for the elite sitting? these are low mileage like new police spec vehicles given out when an elites vehicle is serviced, or if they are not happy enterprise lets them choose any vehicle of course paid for by the taxpayers!

With attacks from terrorists,and just gang thugs happening frequently give them the tools they need to respond quickly,why do the buffoons have all the vehicles? Big city like this? Hey media he is low hanging fruit we know you will not help policing but if a copper is picking his/her nose leads the news correct?

We have cars, lets take them away from the 35th street crew, if they have trouble with getting to work they can take CTA like many recommend regular working coppers to do! This would add another layer of safety to transit system that we all know could certainly use it!

Incorrect. Ten years to vest. And Senior Executive Serivce ranks might vest with as little as 5. It is actually feasible he could get an S&S pension on top of his CPD one. 10 year pension is around 24% of your last 4 years top salary as I recall. So if your paid 125k a year for 10 years....31,250 pension plus whatever he gets from CPD pension. Could be over 100k a year just from the pensions.

Tier 1 being available to the in-district officers first where the boxes are located. Tier 2 to area SAT and Gang teams. then any other manpower in these boxes that are left unfilled open to Tier 3-- the rest of the PO's outside of the district based on seniority. Isn't this a flagrant violation of overtime assignment? Is the city telling us that the POs assigned to the shit districts automatically are entitled to the overtime over POs assigned to softer districts? This should be a massive FOP grievance concern.

About six guys smashed out a window and went in before SWAT got there; got put in a holding pattern.

That big hole in the back wall had a scorch mark in the upper left-hand corner that indicated that possibly a breaching charge was used too.

This is not the first one, will not be the last. Remember the Bataclan club in Paris?

Develop emergency procedures for club managers/employees -- have been thinking advantages, disadvantages and I'm tired out, so taking a little poll here and would like to hear from the experts.

Place like this is dark and has all kinds of strobe lights and laser shows, etc., going in there. Movie theater (also been hit) is very similar -- some nut there in the pitch-black, wearing all black and banging away.

Better to leave it as it is, or hit the switch and stop the show and get those house lights full on like at closing time? What do you all think?

A house mouse or a dog in a nice district that only patrols his driveway and tells all the gals at the tavern what a hard charger he is. Yet sits in a VRI box glued to his phone or a DVD player instead of doing anything. I think it's a good plan!

We have no city-wide unit anymore to handle something bad - mass shooter incident, police shooting, riot, protests, etc. The Districts are on their own until reinforcements arrive, and based on the lack of actual data and zero training, it'll be hours before someone gets there.

With the temperature these days about mass shootings, Swat Sort cars should definitely be working all 3 watches. This was suggested years back but fell on deaf ears. Swat should be on 10 hour shifts. All should have take home cars due to the fact that you are liable driving your own car ro jobs. Many have gotten speed or red light cameras. Many people have cars but don't need th hem. This city had always operated on the theory that it happens in other places but not in Chicago. Bad attitude to possess.
