10 Hour Day Survey (UPDATE)

Patrol released this reminders for feedback on the pilot program:


Using your PC# keeps the trolls from answering the survey. So you have 005 and Area South Saturation evaluating this thing. First up, you really shouldn't have a phone call unit answering this survey:
  • they run two shifts, so there isn't the overlap that will short an actual watch equipment
  • we just love how they promise the results will be released to ensure transparency - like the J-Fled survey
  • it's a phone call unit answering a survey logged under their PC# - they're expected to answer honestly? In Chicago? When they can be dumped at a moment's notice?
  • who is actually watching? Does the FOP have a rep monitoring the inbox? Who's to say the answers released are actually the answers submitted?
Everyone knows McCarthy wants this. He has threatened people to get on board or get out. He has stated at CompStat words to the effect of "You see who won the election? I'm not going anywhere." So he most likely has Rahm's blessing to continue destroying the Department.

Where's the part about FOP members getting to vote on the 10-hour day proposal...like last time they changed the schedule. We had a voice. Now? No one knows. And they're going to use the input of a single district of 300 officers along with a phone call unit to stick the 10-hour day down the throats (or up the asses) of 9,000?

We sense big problems ahead.

UPDATE: Does anyone actually think a Unit does a 10-hour day? Please.

Say NO to the 10 hour days. If you think there is enough STREET now, just wait and see if the department goes 10 hours. This department is not what it use to be and to work for some.of these BOSSES now a days. I'm praying it doesn't happen. Don't care how many days you get off a week. 4 and 2 is less stressful.

In light of everything going on in this country where police are being recorded, second-guessed, or portrayed as out-of-control by the media, it's time to lay back, stop being proactive, stop writing tickets, and just respond to calls. Give everyone the report needed. Be like the fire dept. and come out when called. Otherwise, forget it. Rahm wants more with less, wants to screw with our pension, and he still has this mush-mouthed carpetbagger from NYC running this dept. right into the ground. They don't deserve shit from us. And before I get the "it's your job" responses, think about how much you've done on this job, how many weekends you worked, how many family events you've missed, how much shit you've dealt with regarding goofy bosses, incompetent bosses, clouted bosses (see a theme here?), stuck in a place for ages because they never hire so people move up, total nonsense when it comes to promotional tests, or a plethora of other things that are wrong with this job in the last 10-15yrs....not to mention the everyday craziness we deal with just doing this job. The shit we put up with is ridiculous, and now they want to jam this down our throats too. Fuck you, rahm, fuck you garry.

You're probably correct...

Nowhere in the current contract was I able to locate a 'Memorandum of Understanding' regarding the 10.5 hour workday pilot program.

The ONLY thing referencing a change in workday hours/schedules is the MOU from 13 Nov 2009 (effective 10 Jan 2010) when they piloted several different schedules. This can be found on pages 126-135 in the new contract book recently distributed by the Flop Crew.

The screenshot regarding this survey reads that the PBPA is [also] involved in the collection of "feedback regarding the merits or shortcomings of the current work schedule". Was FLOP buffaloed into having the Bossholes exclusively make the determination of whether the 10.5's stay or not? Did FLOP perhaps purposely allow this language to be included? The pessimist in me says this survey is all smoke and mirrors; much like J-Fled's 'Morale Survey', these results will never see the light of day. Soon thereafter, they'll tell us to expect implementation citywide because of the resounding support for it as evidenced by the survey takers.

Additionally, if your peruse Section VII of Department Notice D14-10 "Bureau of Patrol 10.5 Hour Squad Schedule - Pilot Program", it reads: "A pilot program evaluation committee will be established BY THE DEPARTMENT relative to this program. The committee will meet as needed and make recommendations to continue, expand, modify, or terminate this pilot program under the direction of the Chief, Bureau of Patrol. The committee will review the effectiveness of the pilot progarm and evaluate personnel and operational matters, including:

A. personnel assignments, overtime earned, and medical roll use.

B. supervisory oversight and accountability.

C. changes to reported crime conditions, dispatched calls for service, and radio assignments pending (RAPs) situations.

In case you haven't noticed, nowhere in A, B or C will you find officer fatigue, the use of elective time or anything else directly related to those this program effects the most specifically addressed. Everything listed is in the interest of the supervisors, the citizenry and the City - NOT US.

So the DEPARTMENT establishes the evaluation committee, huh? Do we have any idea who sits on this committee? Are the rank and file directly affected by this pilot program proportionately represented? Does FLOP have a seat at this table, or is their input limited to the canned, semi-elusive responses they regularly spout at the general meetings when members inquire ('no one says the ten-and-a-halfs are going citywide! The program in 005 has to be evaluated before anything happens'!)?

Just remember...if it benefits the City, it'll be done. It fucking us simultaneously is only icing on the cake for the Tiny Dancer.

NYPD here and Ive been following this topic while scratching my head. We currently work 8:35 5on/3off one week and 5/2 the next week. Most neighboring departments work either 10/12 hr tours and we are begging for them. What is the downside with the way its being implemented there?

Just like the squad scheduling survey.... They don't care what works and what doesn't work. The union just wants to pretend they care. So they can turn around and say we sent out surveys, but nobody responded negatively. The squad program is a disaster is my district and nobody cares!!!! Move along nothing to see here.

If the City or Department wanted it, they would just implement it. End of story. There is no contractual right to work ours or days off. It is a scheduling issue and is not part of bargaining. Seniority for watch is, but the City determines the watch. Even if there are only 2......

Hey Nypd I would work your schedule any day...if you want to work 1630-0300 or 1830-0500 for the rest of your career come on over!

Also the only way the whole city will get the 10s is if the FOP lets them do it...we have a contract the states there are to be 3 watches..

Phone call unit, it's more of the opposite they have to force people in there.

Unfortunately guys we along with our FOP will have no say in the matter. They may ask our opinions but it's just for show. It will happen no matter what if the city wants it. There will be no voting or anything else. It's all about money.

The 10hr day or some form of it will happen. The city sees big $$$ savings and with todays financial climate it is seen as a must! They don't think much past the $$$ savings because that's all that matters to them. FOP's opinion or lack of is not a factor to city hall.

Bring on the 10.5 hr. tours of duty because the truth of the matter is that a grand majority of officers prefer it. That's right, that old dept is history and so is that 8.5 hr. shit. The fact of the matter is that the city of Chicago does not need our consent nor the fraternity's to make this change. The reality is that Rahm will save the taxpayer's big money by getting rid of that third watch. "CHA-CHEENG !"

Fk the 10.5 hr. 4-2 works fine. Leave it alone. If it ain't broke don't fix it. It will kill what small amount of family life we have. And for those of us with working spouses and little children that need rides to/from school the start times are going to SUCK. More days off but more hours worked. It's an illusion to benefit the city folks. $. Fight it. Vote no. Keep 4-2.

Save your breathe man. People with 34 seconds on the job work in 005, have never worked anywhere else and think its the best place in the world. These are the same fuckheads that are appalled they have to work "midnights." They cannot fathom the reality that the 005th district is complete shit hole, inside and out.

Why would a afternoon guy want to work till most of the midnight shift is over?

You will also notice the city never mentions bidding to a start time.

I WOULD never recommend a slow down.

But the hairgel generation and the Twitter coppers are more into posting piks then fighting for their right!
Dean cut the deal you might want to attend a FOP meeting in the future and ask him what is going on.

He did screw 18th district with an extra watch for the clouted.

That was a totally different schedule that still had 3 watches. This new 10.5 schedule equals death to your marriage and death to your relationships with your children. But no one at City Hall cares about that $hit.

The 10 hour day gives Officers 32 days off more a year than the 4-2 schedule. Further, the start times are bid, so no more b.s. of w/cs bouncing people! I agree some adaptation needs to be done regarding the start times, however give the 10 hours schedule a chance.

I'll work a 10 hr day, not a 10.5 hr day. And I'll only agree to it if there are 3 watches with the 5-6 hr overlap on 3rd watch to midnights when the most manpower is needed on the street. But this 2 watch, 10.5 hr schedule with the starting times they are using? That they shove up their ass. Listening Garry?
