Besides Glen Evans no longer holding a commander position and currently charged in state court, Howard Loading retired last summer.

So these guys put thier nominations in at least a year go and they are being full filled now?

The super claims to have his own hand in these promotions with his interview process and he allows bosses names to be attached to picks who either no longer work here anymore or have been demoted?

Hasn't Jarmusz been retired for more then 2 years.

Pentacore isn't even in 012

Staples is the commander of 012 why did she put in someone from 017

Glenn Evans hasn't been a commander for awhile how did he get a pick.

It is all on the up and up on this department, no wonder moral is so low.

Way back when the Detectives Exam was considered the only really legit promotional examination on the department. Every question on it could be answered if you studied the material and took the Departments "Extension Courses" and read all the orders you were told to read.

When you turned your test paper in it was run through the ScanTron machine right in front of you and you were told your grade. The first class of Detectives was made within months.

There were few Meritorious Detectives back then. These were some of the smarter Tact guys who put together major cases and some who had particular language skills.

Hey SCC retired detective here. I absolutely love cry babies out here yelling "oh he/she was merit this or that." I have seen one too many supervisors or detectives that are complete morons when it comes to police work but are a genius when it comes to studying general orders. I was put in for merit detective but ended up making it in the second promotion class off the list. I worked hard so it was a nice compliment to be put in for merit. Now don't think for a minute that there aren't a bunch of merit hacks that I would even trust to even carry a gun let alone be a boss. I'm just saying I know a few really good bosses and detectives that you want on your job when you get into a police shooting. But these are the same guys who are just bad test takers. So I'm against calling out all the merit guys/girls because they just might save your job some day. And that one guy/girl who scored number one? Well they may be the one to get you fired because book smarts only go so far. Just sayin'... Retired and hope you all get to enjoy the good life soon. Stay safe.

How does an Indicted Exempt facing criminal prosecution get to pick a Detective for Merit Promotion? I realize we have Due Process, and a Presumption of Innocence; but at the same time, the Exempt is not an Exempt at the present moment, or is he? Can dead China Men get picks; just asking."G"

How does a former FBI agent who comes in as a commander during Jodi Weis time get a merit spot when the Deputy Chief of IAD does not get one?

Let alone giving the same merit detective spot to someone who has been assign to the Superintendents office and not working full time in IAD. Guess FBI commander wants to keep his spot and was told to promote the house mouse.

Just look at A&A timekeeping the house mouse gets lots of overtime thru Sups office. Not in IAD.

Thats how merit is earned not given....

Dave Jarmusz has 2 picks but retired at least 2 1/2 years ago, same with Walter Green. Ron Holt is only a p/o assigned as a director, why does he get a pick, Don O'neill head of personnel - conflict of interest? Bob Klimas- civilian former FBI holdover from Weiss, works in IAD- why get a pick. Glenn Evans has been criminally charged over a year ago. Eliminate meritorious now!

What you see is not what you always get. Commanders are sometimes told who to pick by other bosses who do not have or used up their pick. Ask any commander how the system really works. You might find one in a bad mood who may be "honest" for a while.

After speaking with a secret service agent at the Obama detail be glad that it's only 30% merit hacks because 100% of an entire class of SS promotees can be merit. He was super salty about that and said that many people get the SS training and then leave to another law enforcement entity because of this.

The people that were promoted merit were submitted 2-3 years ago and under McCarthy he hasn't requested "fresh" merit selections. He has picked from the pool of people submitted 2-3 years.

No one wants to hear it but there is at least one guy on there that I know FOR A FACT has always been a hard worker and will be an excellent detective. He is smart and reliable and a great partner / team member. Guys like him are the reason for merit promotions. I won't defend the entire process as I do feel it is frequently abused, but this certain guy is the real deal. Congrats, Detective. You DESERVE it. Too many angry, jealous, narrow minded haters out there for me to mention his name. I don't want to provide an excuse to perpetuate or use this
comment to shred him.

Even IF these picks were submitted before the respective gold stars retired or were demoted, it's wrong. The merit selection process for this class - as flawed as it is - should have to be more timely/relevant. (Throwing out an arbitrary number here...) why can't merit selections be submitted, say, within one or two period(s) proceeding the start of the academy?

AT MINIMUM, those picks submitted by now-gone or demoted gold stars should be shit-canned and those spots nominated by current supervisors.

And Don O'Neil gets a pick?!?!? Are you fucking serious??!!! The guy that does the most to make sure coppers get fucked at the collective bargaining table gets to throw a bone of amends of sorts?

Do all of the merit clowns on this list have the education requirements? I see more than one that had very recent problems regarding indebtedness to the city - were those issues cleared up? Will the media do FOIA requests and see some of the people on this list are also on the big, bad CR list and try to dirty the waters with it?

All in all, the Chicago Way and the fucked up CPD promotional protocol again shine thru. Who woulda thunkit!

I don't mind the merit picks for Dic. Check out some of the "legit" people on the list. There's a lot of them that have never done anything. I'd rather have the people that have experience then someone that just did well on some test that was graded by who knows who.

All I can say is maybe you guys should read the order on merit promotions. These were submitted a long time ago before the exempts retired or got dumped. At that time 012 did not have a commander and Pontecorre was the actor. He had to submit names like all the commanders. Just because you get put in doesn't mean you will get made, hence the reason some commander's picks aren't on there.

Obviously the merit nomination list stays active and those on it are eligible until that particular promotion list comes down. These bosses were active and exempt at the time of their submission. There are a few really good coppers on this list so I'm glad to see that it's not all politics.

A gift with a favor attached.

Be on the look out for Detectives moved to nice easy spots.

The clouted will be put into units without being trained.

Don't worry old detectives will not train you correctly and run for the keys to the unmarked.
Don't forget to ask for days too and an early start time with Sunday & Mondays off.
We know you have a family and want to see them on weekends.

And the best is the officer with 20 plus years who does not know how to run a name or plate in LEADS. The look on the old timers face when the have a shooting alone is priceless!

What exactly are the criteria or benchmark for the meritorious detective? A query reveals some of these selected candidates have written very few or no contact cards at all placing them in the last percentile band in their units. Certainly not meritorious. Similar circumstances have landed officers in the commander’s office for counseling. I thought ComStat, the 21st Century Policing Method of Strategic Operation, was driven by the generation of “field contacts” documented in the contact card system and their resulting statistical enumerations.

Some candidates have little or no arrest activity and again have wound up at the bottom band of the statistical trash heap. Case reports are generally associated with arrest activity highlighting all that measurable crime fighting productivity seem to have not been tabulated or even attributed to many of the merit picks. Unless some of these “candidates” have been typing or handwriting case reports and arrest reports, it seems that this is not a determining factor in choosing the right officer for promotion to an investigative position.

How about a 500 question multiple choice exam scantronned as you leave out the door. You know your score and soon will know your ranking as the last person exits the exam hall. Six months or more is a long time to manipulate and score exams subjective exams.

OT: Once again we have a sworn member retiring to take a civilian job, essentially doubling the annual salary by collecting a sworn pension AND a current salary at the same time. Sgt. K.C. is now the director of Research and Development, joining one of the most notorious double-dippers, retired lieutenant and current Assistant Director of R&D Jim H. I can't wait for this nonsense to come crashing down on the heads of the scammers. I sincerely hope that these people go to jail.

Can someone explain how a civilian employee can nominate a police officer to detective?

Can someone explaine how a police officer given title of director can promote another officer to detective?

I ask this with 30 years on job. And given one chance at merit promotion. But when the boss retired my merit application was pulled.

I think someone has some explaining to do.

How do any of these retired bosses know if this was the guy they wanted for merit is the same one picked on this list

What you do not recall is when Huberman tried to use a merit spot for someone. They jumped all over him since he never worked his way up.

From Officer to exempt and then they find out how bad a supervisor he was.
Anyone out there recall when Huberman went to Washington DC and dressed up in exempt uniform while the rest of department was in working uniforms

This is what this Department gets for merit or spot promotions. Like Holt.

Who the hell ever promised all you folks that it is legit and everything is fair on the up and up?

You complain about clout but if you have a phone call to make you use it. In my 28 years I know of one (1) PO who had the integrity and decency to not call people to get a promotion. One and he had people to call. He just refused to ever go that route. I commend him. Very few like that.

Let's face facts. The promotional process sucks. Probably the most legit process was the last k9 exam. The reading list wasn't a huge list of orders but you had to study to do well. The physical exam wasn't the spartan race but you still needed to prepare for it. Everyone was given the scenarios ahead of time to allow them to prepare for them but could not use any notes. I know of at least 3 people with a lot of wack that got turned away for being late to one of the processes. But the dept didn't even hire 10 people from that list before having a new test. Peoples, people have to get those spots.

Let's face facts. The promotional process sucks. Probably the most legit process was the last k9 exam. The reading list wasn't a huge list of orders but you had to study to do well. The physical exam wasn't the spartan race but you still needed to prepare for it. Everyone was given the scenarios ahead of time to allow them to prepare for them but could not use any notes. I know of at least 3 people with a lot of wack that got turned away for being late to one of the processes. But the dept didn't even hire 10 people from that list before having a new test. Peoples, people have to get those spots.

What happened to the new law or ordinance passed a few years ago that stated you couldn't retire from the city, collect a city pension and then go to work or get a city job? Could it be she stays on the job as sworn and make up the difference when she retires at directors pay and when she has 29 and a day.

Being a detective is about having patience to seat at a computer for long hours to comb through the horribly written case reports and contact cards looking for viable leads. Having a through knowledge of the law, so you know what you can or can't do and to repair the fuck ups that the A/o's did that would destroy the case or get them sued or sent to prison. Being able to be secure enough in yourself to know that you are in way over your head and ask for help. Being organized and having ability to mange time. Be able to talk to people without getting frustrated. Having attention to detail. It's a marathon not a sprint! In my opinion its for officers who have been there and done that and now it's time to slow down. Most of your days are spent inside looking at a computer moving the X and connecting the dots. If you are the type of officer who likes to be outside and putting hands on, detective is not for you, you'll be bored. So yes I think officers with about 17 YOJ or more are ideal candidates.

Another possibility is that she takes a leave from CPD, goes to the 'new' job as a civilian, but is allowed to continue to contribute to her CPD pension, which will allow to her 'retire' maxed out.
I don't know if that would benefit her somehow, or not. Maybe there's an issue with how her healthcare gets paid. Maybe there's something we haven't thought of. Heck, maybe the whole story isn't even true.

If a boss puts in 5 people and there are 5 classes he might not get any picks in two of the classes and one class he might get 3 picks and the other two classes he might get one pick each yada yada yada. not every bosss gets their pick used each list.

Everytime a list comes out I knew people were merit. SO WHAT!!! You are mad because either you took the same test and didnt score well.. You didnt put in for merit with your district commander because you were too lazy, bitter at the system or the big one is that you were/are a dog who really has never done any work. Or, you are so miserable that you didnt take the test at all and are just bitter and mean just because its the "cool thing" to be these days. Listen, merit exists. Get over it. Im happy. 18 months and I will be gone... Its a nice easy way to ease myself into retirement. You guys get yourselves caught up in way too much drama these days. somebody made merit dic? merit sgt? merit LT. GREAT! Im still doing my pretty easy job in my car and doing a good job at it. I always back up my friends, always make a report when I should and promptly clear my jobs. go home and then my life really starts. the job is good. YOU MAKE THE JOB BAD FOR YOURSELF! learn not to get caught up in the BS... I really has nothing to do with us. Even a crappy boss cant effect you if you do your job good enough to stay off the radar. couple parkers, maybe an anov.. maybe a mover if the mood strikes me and I get between 3-7 contact cars a shift on my beat. Very easy. couple reports, couple contact cards and a couple parkers. maybe an arrest when an offender is on scene from a call and your golden. good stuff. dont sweat the small stuff guys.
