CAPS Lives Again!!!

  • Mayor Rahm Emanuel on Friday created a new position — deputy chief of community policing — to “further cement” a program that his challenger Jesus “Chuy” Garcia claims has suffered from Emanuel’s failure to honor his campaign promise to hire 1,000 additional police officers.

    Emanuel announced the new position during a news conference with Police Supt. Garry McCarthy called to showcase the promotion of four new deputy chiefs, one commander and five captains.

    The new deputy chief will “further cement the expanded role community policing and neighborhood partnerships have taken” under Emanuel and work with the Patrol Division and CAPS personnel to better coordinate community policing initiatives, the mayor’s office said.

    The statement claimed Emanuel has strengthened community policing by moving hundreds of officers from desk jobs to street duty, expanding neighborhood foot patrols and bike patrols, creating CAPS offices in each of the 22 police districts, and implementing new community organizing training programs for officers.
That's FIVE mentions of Emanuel in just four paragraphs, so you know he's running scared. There was also a distinct "bent" to the promotions, but we can't imagine that Rahm would be so base as to pander to the black community by promoting a whole bunch of black folks. Chewie's people brushed it off as a stunt:
  • Garcia’s campaign manager Andrew Sharp dismissed the new deputy chief as window dressing.

    “What’s missing from the mayor’s crime strategy is not one police officer. It’s 1,000 police officers. Where are the 1,000 police officers he promised? I don’t think adding one is going to stop the shootings,” Sharp said.

    “The mayor has had four years now to implement effective policing strategies and stop the shootings. Instead, he’s cut the number of police and failed to fully fund community policing. We’ve had 10,000 shotings under his watch. The question voters are deciding now is, do we want to have another 10,000 shootings over the next four years. Because the one thing this mayor has told people repeatedly is that he doesn’t change.”

    Emanuel campaigned on a promise to hire 1,000 additional police officers, then revised the pledge after taking office by adding 1,000 more “cops on the beat,” more than half of them by disbanding special units. The other half were primarily officers working desk jobs reassigned to street duty.

    The mayor also balanced his first budget by eliminating more than 1,400 police vacancies, declaring an end to what he called the annual “shell game” of budgeting for police jobs the city had no intention of filling.
Wow, it's almost like he's channeling the last four years of postings here at the blog. Of course it's "window dressing." Everything about Rahm and Garry and CompStat is sleight-of-hand, smoke-and-mirrors, right-hand-left-hand subterfuge.

The promoted are as follows:
  • Deputy Chief Eric Washington, Fred Waller, Steven Caluris, Jonathan Lewin
  • Commander Dwayne Betts
  • Captains Fabian Saldana, Mark Harmon, Robert Lejewski, Paul Kusinski, Daniel O'Shea
Once again, we're getting top-heavy as the Eastland.

Each Deputy Chief is worth at least 100 new cops on the street. A Commander or Captain is each worth about 20-25 new cops on the street. Best of all you don't have to provide hundreds of new squads.

Congrats to Captain Harmon. He learned the ropes working many years in 007. He didn't just go to 007 for a few months as a stepping stone with 007 on his resume. He WORKED in 007 for years. This is a well-deserved promotion--I don't care if knows someone or not. He deserves it, and whoever gets him as a Captain will get a great supervisor.

Rahm demanded and took away overtime retro,
Rahm cut tuition reimbursement
Rahm cut new retiree pensions for life by 2%
Rahm stopped a 3% pension cola for new retirees
Rahm threw old timer retirees into obamacare

WHY? It forces government to be "just a little better". With no challenger, do you really think anything would be happening??

Time to vote out Rahm and let Chuy run the city. If he can't, in four years you will have several competent challengers and you blow him out of office.

He basically said, "He's a good guy - but it's just not his time."

Yeah, it's "not his time" because some of these Hispanics have been bought off by Rahm.

The BEST thing that could happen to Chicago is to get new leadership in - even if it isn't that good for four years, than to continue down the path of "staying the course" with arrogance and clear incompetence.

You DON'T reward incompetence by re-electing them.

AND IF YOU DO - don't complain, don't whine, and don't cry about getting "screwed in the ass" with your pensions, your promotions, and your everyday life.

Commander in some fancy schmancy unit for last 10 years, must be nice to be making $135K+ ! I question how guys and gals on this job who earned real degrees and came from real experience in the private sector are stuck pushing a beat car while these morons fly up the cpd ladder. Of course I know- unless you are part of a wealthy donating "Chicago-area elite" family from Glenview, Skokie, Highland Park, Wilmette or similar regions, you will never be promoted, let alone be in charge of special units you have no clue how to manage. "Mommy & Daddy, please make some big donations to the Chicago politicians so I can wear a cool cop uniform like they do on t.v. and make me a big boss so I can give orders and make lots of money! You certainly don't expect me to earn it the honest way, do you?"

Same is suspected of our current commander. Why else would a commander come from 015, to 011? They're the exact same shithole type districts. But 011's on a larger scale. Kinda like when some asked: Why would a commander come from Narcotics to 011?
Why? Because PROMISES WERE MADE.
Penny & Evans excepted, any commander who does a stint in 011, get's a deputy "taken care of" afterwards.

Was rather surprised that this really didn't become a campaign issue sooner. Not the CAPS part, but rather the fact that Rham welched on a campaign promise and eliminated police vacancies without hiring, along with calling out tweedle-dee and tweedle-dum out on their manipulation of the crime stats. Together we can. Remember that? Caps did not work well in the past and it will not work well now. My observations about community involvement. Fear. The residents of the troubled communities know who the problem people are. When they complain to the police they are subject to retaliation such as shots thru the windows or garage/ porch arsons, etc. Can the police protect the citizens from that? We and they all know the answer so if it is not personal, nobody will not stick their necks out. Fear can be eliminated by aggressive policing against the problem people. That won't work today because of the legal climate. The community "leaders" will be protesting against the police for taking aggressive actions. So what is left? The current policing model (which will not be admitted to in public) which is army of occupation policing.

Every Police officer from recruit to captain receive training in community policing . Every district has a community service sgt and 2 or 3 officers assigned . Check their stats , no arrests , don't swipe in or out . Let us see if new deputy chief can push hidden caps officers back on the street , require budgeted caps officers to take enforcement action . You know maybe work a beat car on 3rd watch twice a week . I bet new deputy chief won't be able to have all police officers swipe in and out . How many police officers will be taken off the street to staff the new deputy chiefs office . Looks like someone is buying votes .

I am calling on a federal investigation on the Chicago Police Department promotion process. There is no need for all these captains and deputy chiefs this is pure stealing.

OT: Add Sgt. Karen C. to the list of the clouted who are allowed to retire from the sworn ranks and yet come to work the next day as a civilian, collecting both their sworn pension and a civilian salary. Here's the short list:
Karen C.
- retired sergeant, now Civilian Director of R&D.
Jim "The Gadfly" H. - retired lieutenant, now Civilian Asst. Director of R&D FOR YEARS!
James R. - retired commander, now Civilian Chief of Staff to Supt.
Marv S. - retired PATROLMAN, now Deputy Chief in Support Services FOR YEARS!
Don O'N. - retired commander, now Civilian Director of HR.
John M. - retired patrolman, now Civilian Coordinator of Crossing Guards FOR YEARS, along with:

And the list goes on and on. Every one of these people doubled their annual income overnight by taking their sworn pensions and a civilian salary at the same time. It's criminal, and a rip-off of taxpayer's money.

For a program that was started just to steal federal money, just like every every other program(two spot, tara,viper and God knows what else). CAPS was a puke encrusted pile of fetid vomit back when first introduced. What I truly hated most about CAPS is that it replaced my beloved classic CPD Star logo with that ridiculous CAPS logo that some idiot down at HQ drew up using some shareware drawing program. Imagine such an amateurish logo for a program supposedly so important and no one has changed it for over 20 years, no updating, no modernization, no professional graphic artist making it look respectable.

It was shit when introduces and is still shit after all these years. I did get to make some OT to look at the same 4 mopes every month at those CAPS meetings.

Best CAPS moment: A reglar CAPS attendee was complaining about a dope house and whore spot apartment building on her block. The old lady says she was out walking her dog at 4:00am and sees people buying dope and men getting blown around that building. That was her monthly complaint.

My partner tells her the next time she is out walking her dog at 4:00am to just throw a lit railroad flare in the front door of the building to take care of the problem. She is still so busy jabbering she didn't seem to hear him tell her that at a distance of three feet. I had to excuse myself to go outside and bust a gut laughing.

For over 20 years, that is the best CAPS moment for me.

5. The retirees are not there yet. If you had been paying attention to the Illinois Supreme Court that may not happen. 15 Mar 2015 is another hearing date.

Rahm is not our friend but neither is Chuy. He has stated the following:

A: will not raise property taxes to pay for the ARC next year. What is the ARC? Educate yourselves. Rahm will raise property taxes for the ARC as long as he can blame someone else- ISSC or Springfield.

B: said he will hire 1000 coppers. But when asked he has no financing plan to do that. Sounds like Rahm four years ago.

C: no casino for us either.

D: remember if Chuy gets in he owes the school teachers first we would be a very distant 2nd if we endorse him.

I would hardly call cutting office spots, caps spots, desk spots, watch secretarys, moving to the watch cling them some imaginary beat and letting them still work in those "wink wink, cut spots". Ha! Meanwhile old timers retire and you never hire anyone and half the cars are always down, but it doesn't really matter cause they are still short vehicles. This has been by far the worst managed time in the department history. Street Policy is set by the hundreds of merit excerpts that hav no street experience. The fop goes along with it not saying a word since they are filled by the same street inexperienced police. Thank goodness I'll be gone before the contract sold out the back bone of the department. Good luck to those that are left.

To the detective who knows:
Everyone can have a different opinion about the same person. I worked with him too and he was nothing special. He certainly didnt know more than most, and he certainly wasn't the hardest working. He was nice, an average worker (i.e., did what he was supposed to do most of the time) but absent-minded at times and easily distracted. If hard work and knowledge are what get you ahead, there are plenty others who deserve more than what he got, but most working police know that knowledge and hard work are not what get you ahead in CPD. It's rare that someone promoted to the captain and above exempt ranks fulfills those criteria. OShea is not one of them.

I could go to law school too, if i could do it on city time while in a unit that doesn't have to chase the radio all day.

It is what it is.

For anyone that is making comments from pure ignorance or jealousy is the real problem with this Department. Nothing has been handed to O'Shea. Scored of Sgt list and Lt list and deserved captain. Fred Waller has charisma and is very politically savvy. On top of that he has done solid police work and led those doing the same! Fred attended Augustana University and comes from a solid working class family. Fred is a man and is the son of a man. I went through 86-3 with Fred. We were never friends but I can guarantee you that Fred deserves every promotion he has received. Eric Washington has also deserved every promotion he has earned. Eric is well known in drug law enforcement circles as a consummate professional and extraordinary law enforcement leader.

But this can be said for almost all of our command staff. Very few got made due to performance. The fat get fatter and the rest of us have to fight for the scraps.
