CTA Screening

  • CTA train riders will be subject to random baggage screening next month as a part of a new security initiative to sweep for explosives at transit stations, Chicago police and CTA officials announced Friday morning.

    Starting Nov. 3, mobile explosives screening teams consisting of up to six Chicago police officers will be positioned outside the turnstiles at some transit stations, said Nancy Lipman, commander of the department’s Public Transportation Section.

    Officers will ask passengers at random to submit to a screening.

    “If the customer is willing to take part in the screening, the outside bag he or she is carrying will be swabbed with a small cloth,” Lipman told reporters. “The cloth is then inserted into a machine that detects the presence of explosive compounds.”

    If passengers decline to participate in the screening, they will be denied entry and could be arrested under the officer’s discretion, authorities said.
A couple of questions - and this isn't us being smart-asses - this is us seeking info:
  •  Someone tests positive - now what?
  • Someone refuses - that isn't probable cause or even reasonable suspicion - now what?
  • Someone refuses, isn't identified, isn't Contact Carded, exits and goes up half a block to another entrance - now what?
We realize this is brand new and maybe there are processes in place for one or more of these eventualities, but with TOSPOT Special starting up again in a few days, it'd be nice to have some hint that these and other situations not mentioned are being addressed.

    Security theater, and a complete waste of money and manpower. What is it supposed to do: prevent terrorists from planting bombs on CTA trains?

    Or catch them transporting explosives for future use? On the El?

    Scattered random testing and surveillance can catch (and therefore also deter) bad actors, but only if they don't know where and when it's being done.

    I can think of numerous easy ways to defeat this measure, but no way it could ever be useful - unless some really dumb terrorist walks straight into it.

    Just A Civilian (who thinks thinks the CPD has neither people nor dollars to waste on this).

    Be sure to wear your running shoes! Because when Pookie walks up and sees Da Poleece checking bags; he gonna run! Over the years the CTA has been used to transport quantities of drugs and firearms to different parts of the City because gangbangers riding on the trains with contraband have less chance of being stopped than if they attempted to transport the same items via automobile. This tactic may have a negative economic impact on some communities.

    There is no way that any responsible citizen should participate in this stupid hassling of commuters in the name of "safety." Police officers should refuse these assignments because, ladies and gentlemen, you'll be obliged to harass businessmen in suits and nice old grandmotherly church ladies and tourists with kids, lest you be accused of racial profiling.

    The danger of my actually ever getting injured in a terrorist attack in Chicago is hysterically exaggerated; the odds of such an occurrence injuring any particular individual here are vanishingly small. If this turns out to be the sort of negative Lotto I "win," I can live (and would die, if necessary) with that: I would rather be blown up by some drooling moron 'jihadi' than live in a country where these kinds of "stops" are tolerated.

    If stopped, I will refuse to cooperate. I will be polite. I hope you won't arrest me. I will move on to the next train station and go home. If arrested, I will sue.

    On the other hand, SCC, I welcome you and your colleagues to the subway platforms. Feel free to be present in numbers. Police in uniform are a great deterrent to all sorts of mischief. Just one thing... where will all of you come from?

    if the searches are random and the person to be searched has the option to leave the station without being searched - they walk in see the checkpoint and choose to walk back out - then it is not a violation of anyones 4th amendment rights. there are a lot of federal court cases touching on this subject now. - Macwade v Kelly is basically the same program in NYC - NYC police won the case.

    So according to the logic on here you can also refuse to have your bag screened at the airport. Cta is private property therefore they can di tact the rules you have to follow to ride. Therefore you do not need probable cause to search bags.

If the number of the day is check every 8th passenger then the terrorists just run through a dozen consecutive terrorists in a line with explosive material and one or two of them are denied a ride.     If passengers set their bag down on their recently fertilized lawn it will test positive for explosives. That is why TV crews coming through O'Hare always have their cameras unpacked and carried by the cameramen. They set those cameras down on those bright green NFL football fields etc. and all those fields are heavily fertilized and most of those cameras test positive for explosives. Not explosive laden but rather Scotts Turf Builder.

If it was a condition of using public transportation it would be no different than flying.     The detectors contain a small amount of nickel-65 if they are using the MMTD ones in the Trib picture. (15 mCi per tester according to the website). Who is to say that the officers at the detection station won't be the target? Instant dirty bomb. Not enough radioactivity to cause a lot of harm, but enough to need a response which will freak people out.

    The issue here isn't whether or not POs have the right to request a search.

    The issue here is the implication that someone who refuses can be arrested 'for whatever', strongly implying that you should gin something up to arrest anyone who does not consent to a search.

    Go ahead. Give it a whirl. They usually only brick pensions 20%-25% in the civil recovery, so you'll still have most of it to spend on retirement.

    Get some vapor trail dogs in there. Really effective, so I've heard -- but there are probably not very many in the whole U.S. Would portal scanners be a better way to fly, if there is considered to be a serious threat?

    Because out of all the crime and violence in Chicago, the biggest problem is bombs on public transit.

    Naught for nothing, but playing TSA (roughing up WW2 veterans and white babies in strollers) isn't going to lower the body count by 1.

    If you dared to actually ONLY search those that fit the demographic of someone who would blow themselves up to prove a point, you'd have so many agencies up your arse you'd be shitting alphabet soup for a year.

    How about this. If we are really supposed to be worried about foreign national extremists planning attacks on our soil why do we import them by the thousands, put them up in free housing, and pay them to breed? Why aren't our borders protected? Try not to think too hard about this one.... the answers you come up with are likely to be unpleasant.

    I used these machines at O'Hare in the export office of my airline, I doubt they've gotten any better over the years.

    All kinds of false positives pop up. Lipstick, for whatever reason, always seemed to give a printout telling us it was semtex.

    Another program under the guise of making us all safer, doing anything but.

    I can just see all the mumbling and braid wearing dog asses that work mass transit axing some rider to look at their bag. these mutts don't even want to get on a train for a simple check let along have them stand in a station for a few hours, this job has deteriorated to the point of embarrassment at the highest level, I'm so glad I did my time and now retired.     So what's the price tag you put on your oath to uphold the law and the fundamental principals of our republic? A lower-middle class paycheck and a pension that may or may not be looted?

    You are a coward and a traitor if you will knowingly undermine the supreme law of the land for fear of losing your job.

    I guess this is just a case of "as above so below" and at any level of public service job security, money, and prestige in the company trumps any sort of principals and morality is always negotiable for a price.

    What's that, TOSPOT Special starting up again? Damn, I retired too early. When TOSPOT ended and no O'Hare special I figured the hell with it, I wasn't sticking around just to push a beat car around for straight time. The hell with VRI. I did work that Saturday night Special where I always caught the 3rd, 4th, 5th, 6th, 7th District. I went back to 019 and told the complainers to kiss the ground at Belmont & Western or else do some tours over at the old Englewood. I didn't mind it because they usually stuck me on a wagon. But out there in 004 and 007 etc. the wagon gets jobs like a beat car, or they did. One night in 004 we caught 28 radio jobs, three paper jobs, one transport and an arrest. In 019 they would go IOD if they ever got that much work in a night. And that was the wagon! Those districts move. Oh and a 10-1 in 006 that went out Citywide, "Anyone available for this 10-1?" and I could hear the officers calling for help sounding like Custer's last stand. Different world out south.

    Obviously some old timer ingenuity is needed on these screenings. Tell people you are screening for knock off bags from Hong Kong and if you find any they are eligible for free gift certificates from Macy's if they turn the bag in to Macy's for a free exchange.

    I figure it makes the job easier and I don't like Macy's anyway so fuck 'em.

    She sued and won in a case where an African American Capt whose name escapes me dumped her and other white officers from certain positions, replacing them with black officers in 002. They filed a discrimination suit and got paid. Not back pay, damages. And not because of the jobs that they were dumped from, but because the moron racist Capt did it because of race. Lipman made Captain the way they all do nowadays..put in a resume', have a friend. Shes a good person, watches ou t for her people and is fair to all.

    As to her being a better cop than her ex hubby? No doubt. The now retired bruce was a lump. Got rank and treated people like dogshit. A complete tool.

    Another dipshit. It's not a government owned company but gets support and funding from the G. When the police are assigned to that unit, along with the airport, the money is given back to the city by department of aviation and department of transportation costs. Same goes for overtime, special, all that. So go shine somewhere else.
