Corruption in the Making

Remember when the Supernintendo made his driver a sergeant? He was following in the footsteps of previous supernintendos who promoted their lackeys and lickspittles to lucrative spots as payback (payoff?) for long hours, missed time at home, and keeping their mouths shut about who the supernintendo was visiting and at what hours.

Of course, after this particular driver was promoted, it was revealed that he hadn't even taken the test, and was therefore ineligible and eventually unpromoted.

Everyone knows there are a couple of people who have slipped through the cracks and gotten promoted without taking or passing the test. So this stunt of Rahm's doesn't surprise us in the least:
  • The city of Chicago denied the rank-and-file police union’s Freedom of Information Act request asking for the names of officers who applied to be sergeants. Now, the union is asking the Cook County Circuit Court to overturn the city’s denial.

    On Sept. 29, the Fraternal Order of Police filed a FOIA request with the city asking for “the rank order list of Chicago Police Officers who took the most recent promotional examination for promotion to the rank of Sergeant,” according to a lawsuit filed by the union Tuesday.

    On Oct. 6, the city denied the request, contending the records sought are exempt from FOIA disclosure because they invade the applicants’ personal privacy, according to a letter attached to the lawsuit as evidence.

    The release of applicants’ names could also “hinder the City’s ability to attract qualified candidates,” the city wrote. “Additionally, individuals may be reluctant to apply for positions with the City of Chicago if a third party can access lists of applicants of job candidates.”

    A spokesman for the city’s Law Department did not respond to request for comment Wednesday evening.

    The union is asking the court to overturn the city’s denial and compensate it for court and attorney fees.
The FOP has always had a copy of the results to ensure that the city was adhering to their 20-or-30% meri-clout-orious promotions and taking the rest in rank order. Without this check, you can bet that the drivers and other connected fools would be the rule instead of the exception. The city's claim that this invades the applicants' privacy is ludicrous as the FOP has everyone's address for newsletters and elections. Same with the "hindering" - we already work for the City and a 9.5 fingered midget - we're just applying for a different spot within the organization.

What needs to be done next is to have the lines drawn and parties linked to the Secret Study Groups.

For those of you whose first promotional test was this Sergeant's Test: pay close attention and you'll see how many morons from the same teams, circles, clubs, etcetera did exceptionally well on the test and how close they are in rank order once classes are announced. You'll also likely see husband/wife duos and coppers with the same last names score very well and within a class or two of one another.

Then, connect the dots to see the "degrees of separation" these clowns have from gold star Bossholes that were either "Subject Matter Experts" or friends, coworkers, associates, classmates or fuckbuddies of said "experts".

The stastistical anomalies you'll witness regarding this phenomenon only common in CPD promotional testing break all rules and laws of probability.

I've said it before, and I'll say it again - mandatory polygraph for everyone up for promotion. And immediate disqualification for deception regarding having any 'special help' with test material and/or content. What say you, FOP? Since the City refuses to define 'merit', perhaps work this language into the next contract? Just be sure it reads the candidates up for promotion WILL be put on the Lie Box, not CAN be...

Final list has NOT been finished......everyone's final position should drop considering the number of people who have been already promoted from the previous test and scored under 300 on this test. By not making the list accessible, the city can INSERT the chosen ones and give them the previous test takers score and leave your number alone. An easy way to get merit picks "made".
like they actually studied instead of sucked their way to the top.

Or they can use the former 011 tact team move and get the test, study the test, and all receive LEGIIT promotions.

According to the Chicago Tribune, Gov. Pat Quinn signed into law a pension measure backed by Mayor Rahm Emanuel that would cut benefits and raise the retirement age for workers in two of the city’s pension funds.
June 9, 2014 was the deadline for Quinn to act on the legislation, which he had been mulling over since lawmakers sent it to him in April. The bill presented a bit of a political quandary for the re-election-seeking Quinn. That’s because it requires the city to make higher yearly pension contributions, which Emanuel has said he would seek to pay for through a property tax increase. Quinn has campaigned on reducing the property tax burden.
Quinn received cover in the form of a separate bill he signed last week that will allow the city to raise 911 fees on land lines and cell phones by up to $1.40 a month, to $3.90. If the City Council increases the fee by the full amount, it would generate an estimated $50 million a year – which could put off the need for a property tax increase until after next year’s city elections.

At least FOP made an effort to acquire the list.
It's been perplexing for years why the FOP hasn't demanded the Dept and the City to post a rank order list of the results for all promotional tests. I hope this is a start to finally keep lackeys to a minimum.
Only once do I recall FOP recommend through Contract bargaining to lower Merit Detectives to16%, even after the City was allowed to raise Merit Sergeants from 20% to 30%.
I don't know what percentage of the Bargaining Membership thinks this system is any bit fair to all those who actually study and prep for these exams.
Many "nice people" have been promoted by Merit even 2 and 3 times, but even more, far better prepared, competent and capable have been waiting years for a fair promotion, only having to take another 2 part exam 5 years later.
Picking from the bottom of the list has no merit,
and any Superintendant or Exempt sponsor that allows this is without any integrity or self worth.
Lets Stop bargaining for new cars and get Fair Promotions back on the table.

The union should have a copy as well as every po who took the test so you can see where you rank up against your peers.

They should file suit on behalf of the officers. Additionally each officers should file suit as well on their own behalf. Its a very inexpensive suit for an officer because there is no value or dollar amount. It's just a piece of paper.

Now if the pd has something to hide then obviously it will be drawn out and cost some dough..

They have had that for the past 15 plus years.

What the FOP is asking for is the names of just the people who REALLY took the exam to make sure the city is not scamming to promote some clout scum-bag with 2 years on the job who never even took the test.

Get your facts straight before you start spouting off. There are exemptions under FOIA that preclude the CPD from releasing personal information to the public. Go read the FOIA before you talk your gibberish on SCC.

Remember all public sector tests are validated before being administered. What’s this concept of Test Validation? Why a copy of the test and the answer key are forwarded to the personnel division and top command positions to adequately assess that this test accurately reflects the duties and responsibilities of the position being tested. Once this test is reviewed and then “validated”, it is then administered after passing this critical review. Weren’t three people in Jimmy Mauer’s office in the top five on a Sgt’s test in the 90’s. Names associated with this test include Steve Gorgeous, Chris Kennedy and some other no name guy. Statistical anomaly? Perhaps. Good test taking and mastery of the study materials most likely explain their rocket ship ascension into the highest ranking positions in this department. Remember, a copy of the actual test was forwarded with the strictest integrity safeguards in place prior to this test being administered. Maybe, their study group had the right combination of materials to review. Drink the Kool-Aide knowing everything is on the up and up legit.

Has anyone noticed how Ch 7 finishes thier reporting of serious crime? More often than not, the report ends in "Police were only able to provide a vague description of the offender ." We know why, but it's so annoying . Doesn't the public have a right to have the descriptions , vague or not, so as to be better equipped to recognize a possible threat when they see it. These are sexual assaults, home invasions , batteries , robberies, etc. Enough with political correctness. Maddening!

What if the second part of these promotional exams was 500 multiple choice questions and scored prior to leaving the test site. The scantron sheet would be scanned in your presence and a numerical score would be given right then and there. No wait and more efficiency leading to cost savings. Questions right out of the material not open for interpretation by testing experts. Wasn’t this the case in the late 1980’s on a detective’s test and all the personnel division manipulation and department trickery was minimized. Written tests are administered and are subject to lots of interpretation with “the most correct answer” right and wrong analysis and a wide range of subjective correct answers. Five hundred questions with five possible answers would create separate bands with those who know, those who know a little and those who are clueless given the number of combinations of individual answers.

Happens every time there is a Sgt test. The FOP formally asks for the list and the city formally denies the request. The FOP then goes to court and a judge orders the city to give up the list. Not sure why the city does this, maybe to protect themselves from some kind of lawsuit? But happens with every test for sgt. Ask any former or current FOP officer.

The only way to keep this from happening, and it will happen again and again no matter who is mayor, is to have these exams codified in city ordinance. The FOP should garner support for this. But, you would face racial discrimination from the Black and Hispanic alderman who still believe in quotas. In a perfect world - or even a semi-legitimate organization - which the CPD is NOT, this would be mandatory. Imagine if you will, they made your idea retroactive. 75-80% of this department would be demoted, many several ranks over. I learned very early on that this job is as legit as global warming, $3 bills and professional wrestling. Incompetence in the upper management of this place is too far entrenched to ever hope for any type of meaningful recovery and sense of legitimacy on this job. Do your time and get out in one piece with your health and sanity, and hopefully a pension.

The city should give the fop the rank order list, no questions asked before it became a freedom of information request. But now it has turned into a freedom of information request. If the city gives that to the fop via freedom of information then they have to give the rank order list to everyone that asks. And it will be posted all over the internet. Quite frankly the rank order list shouldnt be out there for public consumption. This is a mess because city wouldnt do what is right from the beginning.

Apparently it is common knowledge that one person on the 2001 Sergeants list did not have the college credits to be promoted and was shocked to learn that he had scored far better on the test than he thought he would. Through a contact in the registrars office at a southside college a transcript was created-showing credits he never earned-and subsequently mailed to the police personnel department. Rather than be shocked and angered about this the sources who informed me about this, well connected themselves, marveled at this persons ingenuity and determination. And this is how corruption works in the Chicago Pplice Depatment.

You get the "privilege" of getting fucked in the pension ass when Angelo claims he "represents" you when it comes time to start giving away all your protected benefits by way of "bargaining" them away in exchange for promotions for his family.

You don't want this shitheel representing ANY retiree and the FOP has zero business "negotiating" anything for retirees who're already protected by the constitution, state and federal laws.

Angelo wants to flood the FOP with retirees and have you all paying dues so when the time comes he can claim retirees are still members and should be "represented".

Which of course means.... fucking you out of your medical and pension.

You are DONE with this city. Remove yourself from harms way by staying the fuck OUT of FOP once you're gone.

Angelo thinks he's going to grab hold of a higher membership and try to claim more "clout" by shitting on thousands more "members" he thinks he's going to represent.

Training at the academy is great. Scenario's are great,but sometimes on the street it doesn't go that way. Shit happens out there,its part of the job and all the training in the world doesn't mean the situation can't go bad.

Well, it is true that when you are promoted a rank ( with exception of detective) you actually resign your present rank. That goes for all exempts also. Check the city ordinance and state law. However, I have never heard of it actually happening. It was threatened during layoff talks in the early 80's. The FOP is the one who wanted the resignations.

We have to take two exams for a promotion and are then given an interview. The interviewers are none other than a couple of political mouth breathers. None of these clowns would ever be mistaken for subject matter experts.

Lo and behold they promote more political goofballs. The interviews are where the most qualified people are eliminated.

The people who are at the academy have absolutely not street experience. They hide behind their diploma mill degree. I went through the academy last year and many of the instructors who are at the academy are retarded. But they compensate for their retarded disability by yelling and screaming.
